NECC, Peruvian Navy Continue Partnership

NORFOLK (NNS) -- Navy Expeditionary Combat Command (NECC) Sailors visited the Peruvian navy's BAP Angamos (SS 31) July 26 while the submarine was pier side at Naval Station Norfolk for a scheduled port visit.

Capt. de Fragata Luis Del Carpio Alzgara, BAP Angamos commanding officer, gave a tour of the submarine to Capt. Rodelio Laco, NECC chief of staff.

"These opportunities are very good for both navies," said Del Carpio. "But for the Peruvian navy it is vital because we have the opportunity to work with other forces. The training is intense during these exercises with the different countries."

The Angamos is currently participating in a Diesel Electric Submarine Initiative program deployment. DESI is a biannual U.S. surface and submarine force silent force exercise that takes place during the summer.

"What we are seeing around the world is a request for our (NECC) capabilities," said Laco. "There's a demand for NECC forces to support the maritime strategy, not in just the combat operations but also in the phase zero type operations when we are building relationships."

Laco said the importance of these partnerships is the lasting impact they have for future ventures.

"We play a role in the execution of the maritime strategy and one of the priorities is building relationship," said Laco. "It's not just a one-time event. There are opportunities for us to share and continue ideas in partnerships."

SOUTHCOM is an annual sponsor of a wide range of multinational exercises designed to strengthen regional partnerships and collective capabilities through exercise scenarios such as counterterrorism, disaster preparedness and humanitarian assistance.

NECC builds relationships with partner nations through military cooperative engagements and SOUTHCOM exercises in which both the Peruvian navy and Riverine Force are scheduled to take part.
