DAHLGREN, Va. (NNS) -- Center for Surface Combat Systems (CSCS) held a change of command ceremony aboard Naval Support Facility Dahlgren, Va., July 30.

During the ceremony, Capt. Robert S. Kerno Jr. relieved Capt. Stephen W. Hampton.

Rear Adm. Arnold Lotring, chief operating officer for the Naval Education and Training Command, was the guest speaker at the event.

"Steve [Hampton] has had an extraordinary impact on all parts of our surface training environment, which has positioned us well for the future," said Lotring.

Hampton said his tour of duty at CSCS was one of the most vigorous assignments of his Navy career.

"It has been my honor to serve with you and for you," said Hampton. "It is not about me. It is about CSCS and our mission. Surface force Sailors, both officers and enlisted, deserve our hard work to give them a better foundation and development of their skills and the confidence to execute with precision."

Kerno was previously assigned to the Office of the Chief of Naval Operations, Surface Warfare Division, in Washington, D.C., where he was director of the Maritime Warfare Systems/Surface Strike Branch. He assumed responsibilities for CSCS, including 14 learning sites (units and detachments), which provide training to Sailors in the maintenance and operations of various shipboard systems and weapons.

CSCS trains more than 50,000 Sailors annually. The command uses a mix of blended learning comprised of instructor led classes, hands on labs, simulation and computer-based training. Courses include specialized training supporting nine enlisted ratings, as well as training for officers in system-specific skills required to tactically operate and employ surface ships. Building maritime partnerships, the command also provides training to many international students.

"I asked to come to Dahlgren because I wanted to have the opportunity to be involved with the development of our countries best and brightest," said Kerno. "I am excited about what the next two years will bring."
