
Electronic Leave System On Its Way to GTMO

GUANTANAMO BAY, Cuba (NNS) -- Sailors at U.S. Navy shore installations around the world, including those at Naval Station (NAVSTA) Guantanamo Bay (GTMO), Cuba, are scheduled to implement the Electronic Leave System (E-Leave) in August 2010.
Chief Personnel Specialist Dale Estridge, NAVSTA GTMO Customer Support Department leading chief petty officer, said the move will streamline existing leave procedures.
"E-Leave will take the place of a paper leave chit," said Estridge. "It will facilitate the routing, approval and charging of leave request."
Accessing the E-Leave system is simple, said Yeoman 2nd Class Candice Smith, of NAVSTA GTMO's Administration Department.
"The E-leave request will reside inside the Navy Standard Integrated Personnel System (NSIPS) Electronic Service Record (ESR) application," said Smith. "Therefore, it's imperative that each Sailor establish access and routinely view the ESR to become more comfortable with the look and feel of the program."
Estridge agrees that submitting the E-Leave request is a simple process.
"Personnel will submit a leave request, and it will electronically be routed through the chain of command until the command leave approver gives it the final approval," said Estridge. "You will get the leave authorization returned once it is approved. The leave will be charged at the time of approval."
Personnel using the system can expect less errors and faster service, according to Estridge.
"This process will streamline a Sailor's request for leave without the paper trail, eliminate delays due to misrouting of the paper copy, automate the commands leave control log and ensure that pay and entitlements are properly credited without the need to submit any documents to supporting disbursing office or Personnel Support Detachment," said Estridge.
Once the E-Leave system is implemented aboard NAVSTA GTMO, Sailors will no longer be able to use paper leave request forms.
"We will continue to issue leave by the traditionally leave chit up until the 1st of August," said Estridge. "After implementation, all leave must go through the E-Leave system."
To prepare for the E-leave implementation, Sailors should become familiar with their ESR. Sailors are able to access their ESR with a common access card through the NSIPS Web site at https://nsips.nmci.navy.mil/.
