Naval Air Station Jacksonville Holds Change of Command Ceremony

JACKSONVILLE, Fla. (NNS) -- Naval Air Station (NAS) Jacksonville held a change of command ceremony May 13.

Capt. Jeffrey Maclay relieved Capt. Jack Scorby Jr. as commanding officer. Rear Adm. Tim Alexander, commander, Navy Region Southeast, was the guest speaker.

Maclay, a native of New Bedford, Mass., graduated from the Virginia Military Institute in May 1986 with a Bachelor of Science degree in civil engineering. Maclay has accumulated more than 3,800 flight hours in the SH-3H Sea King and SH-60F/HH-60H Seahawk during six deployments.

His fleet assignments include tours with HS-2 (twice) and HS-14, Carrier Air Wing 2 and USS Kearsarge (LDH-3).
Maclay served as executive officer aboard HS-2 while deployed in support of Operation Iraqi Freedom. After "fleeting up" as commanding officer, his squadron earned the Arnold J. Isbell Award for Undersea Warfare excellence and the Arleigh Burke Award for warfighting excellence.



His shore tours include the Joint Staff (Operational Plans and Joint Force Development)
as a strategic planner, the OPNAV staff (N51 Strategy and Policy) as an operations analyst, and HS-10 (Fleet Replacement Squadron) as a flight instructor.



Maclay is a graduate of the Air Command and Staff College at Maxwell Air Force Base, Montgomery, Ala. While there, he concurrently attended Auburn University Montgomery earning a Masters degree with distinction in political science. He most recently completed a one-year Federal Executive Fellowship at the Center for Strategic and International Studies in Washington, D.C.

In July 2009, Maclay 
assumed the duties as NAS Jacksonville's executive officer. He currently resides in Jacksonville with his wife and two sons.

During Scorby's tour as commanding officer, the air station executed $350 million in construction contracts, opened the largest and LEED "Silver" certified P-3 hangar in the Navy and new helicopter maritime strike force hangar; executed the relocation of four P-3 squadrons and a logistics squadron from NAS Brunswick, Maine; opened a new Youth Activities Center; broke ground for a new hospital wing, childcare center and P-8 Integrated Training Center; welcomed the Navy's newest and most advanced rotary wing "Romeo" helicopter; earned three Secretary of the Navy and three Chief of Naval Operations Achievement in Safety Ashore awards; was the 2009 Commander, Navy Region Southeast nominee for the Navy's Installation Excellence Award; won third place in the 2009 Commander, Navy Installations Command IEA competition and the base newspaper won second place in the 2009 Chief of Naval Information Merit Awards competition.

The Jacksonville Business Journal selected Scorby as one of the "50 Most Influential People" in Jacksonville in 2009 and the base was ranked No. 1 in the government category in the Jacksonville Business Journal 2009-10 Book of Lists.

Scorby's next tour will be as executive assistant to the Assistant Secretary of the Navy for Installations, Energy and Environment in Washington, D.C.
