
NAVFAC Pacific Awards Largest Contract in Command's History

PEARL HARBOR (NNS) -- Naval Facilities Engineering Command (NAVFAC) Pacific awarded a $4 billion maximum capacity, indefinite-delivery indefinite-quantity design-build multiple award construction contract (MACC) May 10 to seven companies for projects at sites in Guam and other areas in the NAVFAC Pacific Area of Responsiblity.
It's the largest contract ever awarded by NAVFAC Pacific. The seven companies are: CNMS, A Joint Venture, Honolulu, Hawaii; Core Tech-AMEC-SKEC LLC, Honolulu, Hawaii; dck-ecc pacific guam llc, Clairton, Pa.; Guam MACC Builders JV, Honolulu, Hawaii; Hensel Phelps-Granite-Traylor Pacific JV, Greeley, Colo.; Kiewit-Mortenson Joint Venture, Kapolei, Hawaii; and Tutor Perini Corporation, Sylmar, Calif.
"This is certainly a major milestone," said NAVFAC Pacific Vice Commander Capt. Paul Fuligni. "We are very pleased to announce this contract award in support of the Guam military relocation.
"We now have in place a large contract vehicle that we can use immediately for construction projects on Guam and elsewhere unrelated to the relocation. More importantly, this contract will be available to award construction task orders for the military relocation after the Environmental Impact Statement Record of Decision (ROD) is signed," he added.
The MACC is awarded for a base period of 12 months and includes four one-year option periods. Options are for time only and do not adjust the maximum contract amount. All work under the MACC will be initiated by task orders that are competed among the seven companies.
Projects will require incorporation of sustainable features such as Leadership in Energy and Environmental Design (LEED) building standards. Work will include new construction, renovation, and additions or upgrades to a variety of facility types, including but not limited to, barracks, dormitories, administrative facilities, communication facilities, educational facilities, medical facilities, dining facilities, recreational facilities, retail facilities, industrial facilities, warehouse facilities, ranges, operational training facilities, roads, streets, bridges, site utilities, infrastructure, waterfront-marine facilities, piers, wharves, dredging, aviation facilities, including hangars, runways and aprons, and other base development facilities.
"This is a remarkable contract tool, which establishes strong partnerships between the Navy and the successful offerors," said NAVFAC Marianas Commanding Officer Capt. Peter Lynch. "We are especially pleased that we will be enhancing existing partnerships with several Guam-based businesses participating in this contract award.
"There are many construction projects planned for Guam, and this critical acquisition tool is exactly what we need to allow us the agility to respond to emergent requirements by leveraging the expertise and talent of private sector professionals," he added.
Under the terms of this contract, a $23.41 million task order (0001) was awarded to dck-ecc pacific guam llc for a seed project that includes the design and construction of a new two-story consolidated training, submarine learning center (SLC), and headquarters facility for Commander Submarine Squadron (CSS) 15. The seed project is not associated with the Guam military relocation, and all work for this task order is expected to be completed by November 2011.
The SLC will include a learning facility for academic and applied training, instructor's offices, classrooms, communications room, elevator, storage areas, emergency generator, trainer, and maintenance rooms.
The CSS 15 headquarters facility will include administrative spaces, video-teleconference room, emergency control center, material storage, and an intrusion detection system.
The one-story, concrete-masonry framed torpedo exercise support facility will include a target preparation area, helicopter launcher checkout and prep area, exercise torpedo flushing operations room, telecommunications room, meeting area, electrical and mechanical support rooms, restrooms with shower and change areas, support office spaces, and technical libraries.
The term of the MACC is not to exceed 60 months. The contract was competitively procured via the Navy Electronic Commerce Online Web site with eight proposals received.
