GTMO Says Good-Bye to Paper Service Records

GUANTANAMO BAY (NNS) -- In an effort to provide more efficient administrative services, the Navy is phasing out hard copy, enlisted service field records for all Sailors. Sailors' records will now be maintained digitally online and become their responsibility to ensure that they are accurate.

"The paper field service record is no more, so we will need to verify all information is updated and correct once it has been submitted," said Chief Personnel Specialist Dale Estridge, the Personnel Support Detachment (PSD) leading chief petty officer. "Your Electronic Service Record (ESR) is your military record. All boards, etc., will be using the Navy Standard Integrated Personnel System (NSIPS) and ESR for your official military files."

The tools currently available, such as the self-service ESR and Web-Enabled Record Review(WERR), help Sailors review their records to determine if anything is missing or out-of-date.

"The ESR contains all documents in a member's Field Service Record. It also contains data from NSIPS," said Estridge.

The PSD at the Naval Station Guantanamo Bay, Cuba, is currently processing the enlisted service field records of all of GTMO's Sailors.

"We have begun the process of scanning and uploading the service records starting April 1," said Estridge. "We anticipate by April 22 having all personnel assigned with a field service record at PSD GTMO, scanned and uploaded to the system."

It is important that any records that are not currently at PSD be turned in to be scanned and verified by the Sailors that all their information is current and accurate.

Once an ESR is created for that Sailor, there is very little paper documentation left to manage.

"The parent command will maintain pertinent information like Dependency Data, SGLI, and command evaluations," said Estridge. "All other service record information will be given back to the service member."

After the documents are scanned, Sailors will be able to review and update their personal emergency contact information and other service record items through their ESR self-service account.

Sailors are able to access their ESR with a Common Access Card through the (NSIPS) Web site at https://nsips.nmci.navy.mil/.

Sailors use WERR online to review documents in their OMPF, commonly known as the "microfiche." WERR, available through the
BUPERS Online Web site, https://www.bol.navy.mil/, displays individual scanned service record pages. Service members use WERR to view, download and print Page 13s, performance evaluations and other service record items.

Sailors should review their WERR to determine if any items are missing from their records, because the information in WERR is what selection boards review when considering candidates
for advancement and special programs.
