
US 2nd Fleet Staff Enhances Joint Task Force Readiness

NORFOLK, Va. (NNS) -- Commander, U.S. 2nd Fleet enhanced its readiness to respond as a Joint Task Force (JTF) during exercise "Bold Promise" March 29 – April 1.
"Bold Promise" is a U.S. Joint Forces command-sponsored training event focused on the actions and tasks associated with standing up 2nd Fleet Maritime Headquarters as a JTF Headquarters to manage crisis or contingency response.
"Second Fleet Headquarters staff significantly benefitted from the opportunity to work through the daunting tasks associated with establishing a JTF Headquarter responsible for directing and supporting a complex, multi-service military operation," said Capt. Chuck Minter, director of the Future Plans Directorate (N5) for 2nd Fleet and chief of plans for "Bold Promise".
The staff set up a JTF in support of a combatant commander.
Trainers from the U.S. Joint Forces Command in Suffolk, Va., conducted the exercise and provided 2nd (USJFC) Fleet staff with simulated scenario information to develop a joint response plan. The Joint Enabling Capabilities Command (JECC), a subordinate command within USJFC, assisted by providing additional personnel and expertise in the joint operational planning process.
JECC provides unique, mission-ready support to joint force commanders by helping them quickly establish their headquarters organization and by increasing their effectiveness and ability to control the integrated employment of air, land, maritime and information capabilities in pursuit of operational objectives.
"We each bring a capability that adds to what Second Fleet is already capable of doing," said Air Force Lt. Col. John Vogt, a JECC member who augmented the fleet staff.
"We learned a great deal during 'Bold Promise' and are much better prepared to answer the call to serve as a JTF Headquarter in the future," Minter said.
