
Navy Awards First HUBZone Construction Contract for the Air Force

SANTA RITA, Guam (NNS) -- Naval Facilities Engineering Command (NAVFAC) Marianas awarded a $3.5 million contract Feb. 12 to Fargo Pacific Inc., a HUBZone (Historically Underutilized Business Zone) certified Guam business, to construct a training facility for the Air Force.
The new Commando Warrior Operations facility will be a single-story building designed to complement mission critical capabilities of the Commando Warrior Flight, and is another step toward the completion of the Pacific Regional Training Center at Northwest Field, Andersen Air Force Base.
Commando Warrior is an 18-day, pre-deployment training course for U.S. Pacific Air Force's security forces airmen hosted by the 736th Security Forces Squadron (SFS). Maj. Kirk Hughes, commander of the 736th SFS, said the building will add much needed office space for the instructor personnel assigned to Commando Warrior.
"The new facility frees up critical classroom space for our Electronic Security Systems and Antiterrorism/Force Protection Level II courses. It also provides a space for ground combat skills headquarters track students to conduct planning operations for the field training exercises," said Hughes.
"This contract award to a HUBZone certified Guam-based company continues to demonstrate our commitment to our local small business community," said Cmdr. Matt Suess, NAVFAC Marianas executive officer. "It further demonstrates the military's commitment to the island of Guam."
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUBZone certification in part by employing staff who live in a HUBZone.
The project is expected to be complete in August 2011. The exact amount of the contract award is $3,490,000.00, and is one of several task orders issued against the design-build multiple award construction contract awarded in June 2009.
