
NAVSEA Warfare Centers Demonstrate Agility, Responsiveness to Humanitarian Crisis

PANAMA CITY, Fla. (NNS) -- Naval Sea Systems Command (NAVSEA) Warfare Centers are providing direct technical support and capabilities to forward deploying assets in support of the humanitarian and disaster relief efforts in Haiti.
Less than 24 hours after being contacted, Naval Surface Warfare Center (NSWC) Panama City Division (PCD) provided the Deployable Joint Command and Control (DJC2) U.S. 2nd Fleet Demonstrator to USS Bataan (LHD 5). Accompanying the demonstrator to the Bataan were subject matter experts from NSWC Panama City Division, as well as NSWC Dam Neck, which supports installation of the demonstrator for U.S. 2nd Fleet.
"America's Navy is a global force for good, and the deployment of DJC2 to USS Bataan is just one way the men and women of NSWC PCD are fulfilling that expectation," said Capt. Thomas Brovarone, commander, NSWC PCD.
NSWC Dam Neck and U.S. 2nd Fleet personnel prepared shipboard workspaces for the modular "plug and play" installation of the DJC2 U.S. 2nd Fleet Demonstrator and its use as a maritime command and control suite during the humanitarian and disaster relief efforts.
"NSWC Dam Neck is the NAVSEA Warfare Center face to the force as we are the only Warfare Center located in a fleet concentration area," said Capt. Stephen Kelley, commanding officer, NSWC Dam Neck. "We were able to get our technical experts to the pier and collaborate with NSWC Panama City to provide a technical capability to a Fleet asset in a short amount of time."
NSWC PCD provided the DJC2 U.S. 2nd Fleet Demonstrator to complement other DJC2 assets being deployed to Haiti. NSWC Panama City Division scientists and engineers create and sustain the various DJC2 packages which are currently used by six combatant commands/component commands in various parts of the world. DJC2 systems are the solution to the joint warfighter's need to rapidly deploy a Joint Task Force Command and Control Headquarters and have it fully operational in less than 24 hours after arrival in a theater of operations anywhere in the world.
Located on Andros Island in the Bahamas, the Atlantic Undersea Test and Evaluation Center (AUTEC), provided refueling support to two Navy MH-53 helicopters that were en route to Haiti. The helicopters and their crews, arrived at AUTEC on Jan. 16. After refueling, the helicopters departed on Jan. 17 to provide direct support to ongoing relief efforts.
A detachment of the Naval Undersea Warfare Center (NUWC) Division Newport, AUTEC's primary mission is to provide accurate, three-dimensional range tracking, performance measurement, and data collection resources in support of research, development, test and evaluation requirements, and for assessment of fleet training, tactical and material readiness.
"NUWC Division Newport's facility on Andros Island stands ready to support Navy assets that are providing humanitarian aid to Haiti," said Capt. Michael Byman, commander, NUWC Division Newport.
NAVSEA's Warfare Centers supply the technical operations, people, technology, engineering services and products needed to equip and support the fleet and meet the warfighter's needs. In addition, the warfare centers are the Navy's principal research, development, test and evaluation, analysis and assessment activities for ship and submarine platform and machinery technology for surface combat systems, ordnance, mines, and strategic systems products and support.
