
Sacramento District helps Army Reserve unit move toward readiness

SACRAMENTO, Calif. (Oct. 21, 2009) -- Thanks to reality television, many people believe a 1,600 square feet home can be built in roughly seven days. In reality, though, a home that size can take months, maybe even a year, to complete. In just one year, however, the U.S. Army Corps of Engineers is halfway on building an 180,000 square feet home.
The Sacramento District and the San Francisco District of the U.S. Army Corps of Engineers are working side-by-side to construct the new home of the U.S. Army Reserve's 63rd Regional Support Command (RSC) at Moffett Field, Calif.
The project includes a new, 180,000 square feet headquarters building, a 25,000 square feet maintenance building, an indoor and outdoor storage area, and a vehicle parking lot. The headquarters building will not only serve as the new headquarters for the 63rd RSC, but as a training center for 16 California National Guard and U.S. Army Reserve units in the area.
"This is a Louisville District project," said Cynthia Baksys, a project engineer for the Sacramento District overseeing the construction. Baksys is from the Sacramento resident office. Louisville led the way from the project inception, and provided project management, as well. "The San Francisco District and Sacramento District are covering the construction (part) together."
Louisville's contracting division awarded the contract, Baksys added. Since this is a design-build contract, Louisville led the efforts with the contractor to get the design reviewed, with the Sacramento and San Francisco Districts in charge of construction oversight.
Construction began in October 2008 and is currently at the halfway point, according to Baksys. Before construction began, though, old Navy barracks were demolished, said Baksys, to clear the area the headquarters would be built on. Work on all the buildings is on track to be completed on schedule.
The main building is undergoing the "rough-in" stage this month, said Baksys. Rough-in includes the installation of insulation, electrical wiring, plumbing and cooling systems in the building.
Along with overseeing the construction, the Sacramento and San Francisco Districts are there to perform quality control.
As of the end of September 2009, there had been a total of 100,000 man hours completed over 347 days of work without injury. There are between 125 and 140 workers on site everyday, said Baksys.
Baksys and other representatives from the Sacramento and the San Francisco Districts meet daily with the construction companies to discuss the progress and to ensure safety measures continue to be implemented.
Construction has an expected completion date of October 2010.
Once fully operational, the 63rd RSC at Moffett Field will support over 40,000 Army Reserve Soldiers in the states of California, Nevada, Arizona, New Mexico, Texas, Oklahoma, and Arkansas according to the 63rd RSC website.
