Secretary of Defense Robert M. Gates announced the following Department of Defense Senior Executive Service appointments and reassignments:

Appointments

JoAnn Chambers has been appointed to the senior executive service and is assigned as chief of staff, Defense Commissary Agency, Office of the Deputy Under Secretary of Defense (Military Community and Family Policy), Office of the Under Secretary of Defense (Personnel & Readiness) Fort Lee, Va. Chambers previously served as chief of staff, Installation Management Command, Europe Region, Department of the Army.

Michael O’Bar has been appointed to the senior executive service and is assigned as deputy chief, TRICARE policy and operations, TRICARE Management Activity, Office of the Assistant Secretary of Defense (Health Affairs), Office of the Under Secretary of Defense (Personnel & Readiness), Falls Church, Va. O’Bar previously served as director, Health Plan Policy Division, TRICARE Management Activity, Office of the Assistant Secretary of Defense (Health Affairs), Office of the Under Secretary of Defense (Personnel & Readiness).

Reassignments

Michael Dowling has been assigned as regional director, Europe, Defense Commissary Agency, Office of the Deputy Under Secretary of Defense (Military Community and Family Policy), Office of the Under Secretary of Defense (Personnel & Readiness). Dowling previously served as regional director East, Defense Commissary Agency, Office of the Under Secretary of Defense (Personnel & Readiness).

Thomas Milks has been assigned as deputy director, chief operating officer, Defense Commissary Agency, Office of the Deputy Under Secretary of Defense (Military Community and Family Policy), Office of the Under Secretary of Defense (Personnel & Readiness). Milks previously served as regional director Europe, Defense Commissary Agency, Office of the Under Secretary of Defense (Personnel & Readiness).
