WASHINGTON (NNS) -- The headquarters for Navy installations worldwide released its "From the Shore…Commander's Guidance," Aug. 28.
The guidance addresses Navy Installations Command's (CNIC) way ahead - to deliver effective and efficient shore readiness through its shore operations, infrastructure and quality of life.
"The fleet can not begin to sail, submerge, or fly unless they start from the shore, and you can't support them or our fighters and families without the right programs and facilities – and only one command can do that – Navy Installations Command," wrote Vice Adm. Mike Vitale, commander, Navy Installations Command.
The guidance introduces the commander's new mission, to deliver efficient and effective readiness from the shore; vision, to be the sole provider of shore capability, continuing to sustain the fleet, enable the fighter, and support the family; and guiding principles, collaborate through teamwork, practice transparency, deliver best value to our customers, be accountable, develop our people, embrace change, improve continually and foster innovation.
It also identifies the Navy Installations Command's strategic priorities of delivering sustained and improved shore readiness; shaping the future shore design as the shore readiness integrator; and developing its total workforce.
In order to support these priorities all Navy Installations Command personnel must play in role in the command's development, evolvement and future progression.
According to the commander's guidance, the way ahead for the Navy Installations Command will consist of continuing to incrementally improve delivery of our vital shore capabilities, embarking upon this path through iShore.
The purpose of iShore is to instill innovation within CNIC in the near future and to find ways to merge command and emergent networks, to inculcate a culture of innovation, seeking and implementing quantum improvements across the organization.
With the establishment of iShore, the Navy Installations Command will introduce a standardized, aligned, synchronized and innovative framework within its command, linking systems, applications processes and users to empower and manage innovation across the organization.
The next step for CNIC is to develop its on-line and dynamic strategic plan which will expand these priorities into goals, objectives and initiatives which will reach across every aspect of our mission. CNIC encourages its total workforce to contribute toward the identification of ideas, and help turn them into opportunities for improvement across the enterprise. The ability to standardize, align, synchronize, and innovate to deliver effective and efficient services depend on every Sailor, every Navy civilian and contractor.
In 2008, the Chief of Naval Operations designated CNIC as the shore readiness integrator to coordinate with the Navy Enterprise the Navy's shore infrastructure requirements to ensure the Navy shore of the future has the appropriate shore operations, infrastructure and quality of life programs. This will ensure the Navy's shore installations will meet the Navy's future force lay down and desired level of readiness.
The Navy Installations Command was established in 2003. The command was created to execute delivery of services across the Navy installation domain. It currently consists of a Washington, D.C., echelon II headquarter staff, 11 regional staffs, and 77 installations worldwide. CNIC force consists of more than 58,000 military, civilian and contractors serving the ashore community.
