
BAE SYSTEMS PROTESTS U.S. ARMY'S FAMILY OF MEDIUM TACTICAL VEHICLES REBUY DECISION

ARLINGTON, Virginia – BAE Systems has filed a protest with the U.S. Government Accountability Office (GAO), asking the agency to review the decision by the U.S. Army to award a contract to a competitor for the Family of Medium Tactical Vehicles (FMTV) rebuy program. After a detailed analysis of the information provided by the Army, before and during the formal competition debrief, the Company believes that the Army did not properly evaluate the proposals, consistent with the Government's stated requirements, and the Army failed accurately to assess the various risks associated with the different proposals.
“The Army’s stated objective was to conduct a best-value competition based upon a clear-cut set of criteria. We are seriously concerned that this did not happen,” said Linda Hudson, President of Land & Armaments, BAE Systems. “After examining the Army’s process, we believe there are strong indications the service did not conduct its evaluation in accordance with the criteria detailed in the RFP. As a result, we are asking the GAO to reevaluate the decision, an action we do not take lightly. I believe we offered an FMTV rebuy approach that provides the best value for our customer, minimizes execution risk for the U.S. Army and American taxpayers, and best provides for our service men and women, especially those stationed in Iraq and Afghanistan,” Hudson said. "We have a proud tradition of having designed and produced more than 56,000 FMTV trucks over the last 17 years. We look forward to an opportunity to continue to work with the Army to ensure they are well positioned to implement a comprehensive wheeled vehicle strategy that serves our nation."
BAE Systems currently employs 3,200 people on the FMTV program at its facilities in Texas, Ohio and Michigan.
BAE Systems’ has produced more than 56,000 FMTV trucks and trailers during its production contracts. It’s FMTVs in Iraq and Afghanistan have an operational readiness rate of 94%. Most recently, it has also developed the Long-Term Armored Strategy, making BAE Systems FMTV the safest, most reliable medium tactical vehicle available to Soldiers and Marines.
