
Navy Managing Army Project on U.S. Air Force Base

Shaw Air Force Base, S.C. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southeast attended a groundbreaking ceremony for the new Headquarters, 3rd Army, Army Central Command August 17 at Shaw Air Force Base, S.C.
NAVFAC Southeast's new Resident Officer in Charge Construction (ROICC) Shaw will be managing this Army project located on Shaw Air Force Base (AFB).
"We've supported Shaw AFB for many years and recently stood up a new ROICC office to meet workload requirements," said Capt. Darius Banaji, NAVFAC Southeast operations officer. "The Army Central Command (ARCENT) project best describes the dynamics of this new office…an Army requirement, built on an Air Force installation by the Navy."
The groundbreaking ceremony brought together the leadership of all the commands impacted by the new construction and the moving of troops in the future to Shaw AFB.
"Everyone was excited to get together to see this project get underway," said Banaji.
The ARCENT headquarters will move from facilities at Fort McPherson and Fort Gillam, Ga., to Shaw as part of the BRAC 2005. The ARCENT headquarters will be distributed primarily among three separate facilities: command control facility; Headquarters, Headquarters Company (HHC) facility; and the tactical equipment maintenance facility (TEMF).
The main facility will be approximately 320,000 sq. ft. and will support 1,500 personnel from the major staff groups. The HHC will be approximately 25,000 sq. ft. and will support approximately 50 personnel from the staffing groups. The TEMF will be approximately 15,000 sq. ft. and will support approximately 15 personnel for administration and equipment maintenance. The structure will include repair bays, administrative offices and secure storage area.
The energy-efficient buildings will be designed to meet silver level requirements of Leadership in Energy and Environmental Design certification.
The $92 million project was awarded May 29 to Caddell Construction Co., Inc., out of Montgomery, Ala.
Soldiers are expected to begin arriving at Shaw next summer and will bring their families, totaling an estimated 3,400 people, officials said.
The project is expected to be completed by April 2011.
