
NAVFAC Washington Gets New Skipper

WASHINGTON (NNS) -- Command of Naval Facilities Engineering Command (NAVFAC) Washington changed hands in a ceremony at the Washington Navy Yard July 31.
Capt. H. Ramé Hemstreet relieved Capt. James F. Stader as the commanding officer of NAVFAC Washington and as Naval District Washington (NDW) Regional Engineer.
Rear Adm. Patrick J. Lorge, NDW commandant, hosted the change of command and was the guest speaker for the ceremony.
"Jim Stader is my scarecrow," Lorge said, comparing the former commanding officer to the loyal and friendly Wizard of Oz character.
Stader assumed command of NAVFAC Washington May 18, 2007. During the past two years, he led the execution of many key facility construction and repair contracts, providing critical mission support across the region to include the $1 billion Walter Reed Hospital Relocation Program at Bethesda, Md., and the $350 million Military Department Investigative Agencies Collocation Project at Quantico, Va. As regional engineer, he managed NDW's $282 million annual program supporting four naval support activities and one naval air station.
Hemstreet is no stranger to NAVFAC Washington. His most recent assignment was deputy commander for operations at NAVFAC Headquarters at the Washington Navy Yard.
Hemstreet's personal decorations include the Legion of Merit (two awards), Meritorious Service Medal (five awards) and the National War College Commandant's Award for Writing Excellence. He is also a registered professional engineer in the Commonwealth of Virginia.
"To my shipmates at NAVFAC Headquarters, NAVFAC Washington…and shipmates from other adventures throughout my career, thanks for making it fun these last 31 years," Hemstreet said in his acceptance speech. "You are the reason I have enjoyed and continue to enjoy the Navy."
NAVFAC Washington is comprised of nearly 1,500 professional engineers, architects, skilled craftsmen, environmental specialists and acquisition professionals providing a full spectrum of facility support services around the clock to the Navy, Marine Corps and other customers from the Department of Defense and other federal agencies. Using dedicated in-house craftsmen and contract resources, they provide maintenance, repair and construction of facilities, engineering and design support, utilities generation and distribution, transportation services and environmental services to military installations in the National Capital area, within NDW and around the globe.
