Recovery Act Projects Install Solar Power at Navy Region Southwest Bases

SAN DIEGO (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southwest awarded Stronghold Engineering Inc. of Riverside, Calif. six Recovery Act funded contracts worth $19.59 million in July to install roof mounted solar photovoltaic power systems (SPVPS) at several Navy Region Southwest buildings.

"In addition to modernizing the roofs on several buildings, the project includes the installation of solar photovoltaic power systems to generate alternative energy resources," said Napoleon Biagtan, NAVFAC Southwest project manager for the photovoltaic project. "These projects also support the president's initiative to jump-start the economy by providing job opportunities for contractors and subcontractors."

Stronghold Engineering Inc. will install SPVPS on several buildings located in California at Naval Base San Diego (NBSD), Naval Weapons Station Seal Beach, Naval Base Ventura County, Naval Air Facility El Centro, Naval Postgraduate School Monterey, and Naval Air Weapons Station China Lake. The project includes the demolition and replacement of roofs on buildings to insure their integrity, longevity, and suitability to have the SPVPS installed. The SPVPS will supply power to the buildings and send excess electricity produced back into the civilian sector power grid.

"Stronghold Engineering, Inc. is pleased and fortunate to be the recipient of six of the Navy's photovoltaic projects throughout Southern and Northern California." said Charles Gossage, Stronghold Engineering Inc. executive vice president. "These projects are intended to capitalize on natural resources to generate energy and reduce energy costs for decades to come."

NAVFAC Southwest awarded the six contracts on July 9, 20, and 23. The contractor will complete work by January 2010.

"Each of these projects is part of an initiative to enhance America's energy independence and improve quality of lives through clean, natural energy," said Gossage. "With these projects, the Navy and Stronghold Engineering Inc. will immediately create new and sustaining jobs, immediately expend funds that help stimulate our improving economy, and construct a project that the military and general public can be proud of given the source of funds."
