
Keck Takes the Helm from Petty at NCDOC

NORFOLK (NNS) -- Naval Cyber Defense Operations Command (NCDOC) changed hands during a ceremony at Naval Amphibious Base Little Creek July 17.
Capt. Stephanie Keck relieved Capt. Roy S. Petty, as commander, NCDOC.
Vice Adm. H. Denby Starling II, commander, Naval Network Warfare Command (NETWARCOM) presided over the ceremony, praising Petty as a man of vision who led NCDOC during a time of intense challenges and Keck as a worthy successor.
"Captains Petty and Keck are both well-known for their operational expertise that has been demonstrated through decades of service," said Starling. "This is why both were chosen to serve at NCDOC, a one-of-a-kind Navy command that needs a one-of-a-kind commanding officer."
NCDOC's mission is to coordinate, monitor and oversee the defense of Navy computer networks and systems and to be responsible for accomplishing computer network defense missions as assigned by NETWARCOM and Joint Task Force-Global Network Operations.
Under Petty, who took command in July 2006, NCDOC earned the Information Management-Information Technology Excellence Award and was designated a Level 3 computer network defense service provider.
NCDOC also qualified for the Fleet Forces Retention Excellence Award for the past three years and was chosen as a model partner for the Virginia Beach Public Schools for their community service work. Petty was also named to the Federal 100 list this year because of his accomplishments at the command.
Petty thanked all of his subordinates at NCDOC, whose success at their jobs has led to his success as commanding officer.
"It has been my great honor to be in command of a warfare area that is truly at the cutting edge," said Petty. "We're fighting against an enemy that sometimes can't be seen and can strike with impunity. But at NCDOC, we've been fighting back, thanks to the efforts of a group of dedicated professionals who truly believe in our mission. Defending the Navy's networks is a twenty-four/seven, year-round mission, and you've all done a great job."
Keck, who previously served as the commanding officer of U.S. Naval Security Group Activity Yokosuka and as the Multi-National Force-Iraq Information Operations chief in Baghdad, also praised NCDOC employees as the best and the brightest in their field.
"You're all intelligent, motivated, dedicated and professional," said Keck. "Your excitement for what you do is readily apparent. I have no doubt that the NCDOC team will continue to set the standard for cyber defense, and I'm looking forward to working with you as we face the challenges that lay ahead."
