NAVFAC Awards $3.2 Million Contract for Energy Conservation Project at NAS Meridian

JACKSONVILLE, Fla. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southeast awarded a $3.2 million Energy Conservation Project (ECP) contract June 24 to provide services to reduce energy consumption at facilities on board Naval Air Station (NAS) Meridian.

"At NAS Meridian we strive to execute our mission at the lowest possible energy use and cost," said Capt. Charles Gibson, NAS Meridian commanding officer. "In today's world it is imperative to reduce energy consumption, and this energy conservation project will be good for NAS Meridian, the Navy and our nation."

The contract was awarded to Atmos Energy Corp. of Dallas, and will consist of two mechanical, 16 lighting and 19 water energy conservation measures (ECMs) to upgrade facility infrastructure and enhance energy and operational efficiencies at various buildings on the installation.

"When construction is complete, this project will save over 12 million British thermal units and 3.1 million gallons of water annually," said Gary Stacey, NAVFAC Southeast utilities and energy management commodity engineer. "The project will also reduce the installation's energy consumption by 1,889 megawatt hours per year and 56,118 therms per year of natural gas."

Engineering calculations and analysis of projected energy savings indicate that execution of this project is expected to result in annual energy savings to the government of nearly $250,000.

A performance verification/performance assurance plan will be implemented to verify that new equipment is operating to specified operational standards and generating savings when compared to the existing systems.

The design and implementation of ECMs will contribute to reducing energy, and the work done on this project will both meet the same end needs and achieve energy savings over the life-cycle of the equipment or system being repaired.

The awarded contract is a Utility Energy Services Contract in which the utility company implements energy improvements, develops a project and arranges financing to cover the capital cost of the project. The contractor then installs the project and is repaid over the contract term from the energy cost avoidance generated. The difference between the original utility cost and the new lower utility cost is used to repay the contractor. This way, there is no budget increase to the installation.

The expected completion date for all work on this contract is June 2010.
