
Navy Commands Leverage Supply Chain Expertise in Southeast Region

JACKSONVILLE, Fla., (NNS) -- A memorandum of agreement (MOA) was signed June 25 to transfer material management and related purchase functions from Naval Facilities Engineering Command (NAVFAC) Southeast to Fleet and Industrial Supply Center (FISC) Jacksonville Oct. 1.
Capt. Karl Rau, FISC Jacksonville commanding officer and Capt. Doug Morton, NAVFAC Southeast commanding officer, signed the MOA, which fulfills a Material Support Integration initiative, originated under the Navy Virtual Systems Command framework, to realign regional supply operations worldwide. It also completes the direction provided in a July 21, 2005 MOA outlining the transfer of work for supply chain and logistics management signed by Commander, Naval Supply Systems Command; Commander, NAVFAC; and Commander, Fleet and Industrial Supply Centers.
The 2005 MOA specifically detailed the transfer of material management work from regional NAVFAC commands to the co-located FISC commands. FISC Jacksonville, the single point provider of supply chain and logistics products and services for Navy Region Southeast, will receive NAVFAC Southeast logistics functions at nine sites across the region.
"The partnership we have developed will improve our delivery of products and services to our supported commanders," said Morton. "NAVFAC Southeast continuously strives to improve processes, saving time and effort that ultimately reduces costs."
NAVFAC Southeast supply and logistics functions to be transferred to FISC Jacksonville include inventory management, requisition processing, material delivery and expediting, hazardous material management, sourcing, and specialized mission logistics in support of operational units.
"FISC Jacksonville already performs these functions as well as a variety of other services including contracting, transportation and consolidated mail services, defense fuel products, worldwide movement of personal property and other logistics services," said Rau. "This transfer of supply functions for material management within NAVFAC Southeast will serve to standardize and streamline logistics support services within our region."
Functions excluded from transfer include the disposal of hazardous waste, warehousing, APC [agency program coordinator] duties, and the technical review of non-consumable material.
Along with the transfer of work, NAVFAC Southeast will also transfer nearly 17 full-time equivalent billets to FISC Jacksonville.
"FISC Jacksonville looks forward to the upcoming acquisition of skilled personnel, some of whom currently work for NAVFAC Southeast," said Rau. "The addition of these personnel will reinforce our already strong supply chain expertise, infrastructure, and resources."
Once the transfer is complete, a Management Oversight Board (MOB) comprised of commanding officers and key management officials from both commands will be established to review the overall supply support performance and effectiveness. The MOB will also serve as a forum to discuss new initiatives, significant workload changes, financial issues and major process and procedural changes which may impact the partnership.
"FISC Jacksonville's main mission is to deliver combat capability through logistics by teaming with regional partners and customers," said Rau. "NAVFAC Southeast and FISC Jacksonville will collaborate on metrics and work together to jointly establish standards and leverage core competencies in the areas of supply contracting and supply chain management to reap the benefits of this new alignment."
Fleet and Industrial Supply Center Jacksonville provides logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Military Sealift Command, and other joint and allied forces. One of seven supply centers under Commander, Fleet and Industrial Supply Centers, FISC Jacksonville provides supply chain management, procurement, contracting and transportation services, technical and customer support, defense fuel products and worldwide movement of personal property.
