Camp Lejeune Invests in Lighting, HVAC Controls and Energy Monitoring

NORFOLK, Va. (NNS) -- Officer In Charge of Construction Marine Corps Installations East (OICC MCI East) awarded a $2,156,794.00 contract on June 23 to upgrade lighting, HVAC and Energy Monitoring Control Systems (EMCS) at Camp Lejeune, N.C. The contract was awarded to R & W Construction Company, a local construction firm from Jacksonville, N.C.

The contract provides for the modernization of lighting and HVAC controls at numerous Camp Geiger facilities and the implementation of EMCS improvements in the Advance Metering Infrastructure (AMI) project at Camp Lejeune.

This AMI solution will provide an integrated system to support energy management, building controls, utilities management, and billing functions in meeting the 2005 Energy Policy Advisory Committee (EPAC) Advanced Metering Mandate. The EMCS is a centralized control center that monitors and controls energy consumption at properly configured buildings in a communication network using FM transmissions.

This is the fifth USMC project to be funded through the American Recovery and Reinvestment Act (ARRA) of 2009 at Camp Lejeune and MCAS new River, combined.

"This project will be instrumental in Camp Lejeune meeting Executive Order energy conservation mandates through the dramatic optimization of energy use at the facilities involved in the upgrades. It will also greatly improve the quality of life for occupants," said Cmdr. Cheryl Hansen, Commanding Officer, OICC MCI East, Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic.

OICC MCI East, located at Marine Corps Base Camp Lejeune, is the NAVFAC Mid-Atlantic field office responsible for construction award and execution of ARRA projects at Camp Lejeune and MCAS New River.

OICC MCI East and NAVFAC Mid-Atlantic work in close coordination with USMC leaders and planners who identify base requirements, then plan and program projects to meet these requirements.

This project, as well as the others funded under this act, will also create many jobs in the local economy. Future ARRA projects at MCI East bases in North Carolina will include major contracts for the interior and exterior renovation of buildings, energy, lighting, mechanical and HVAC systems upgrades and roof replacements.
