
Contract Awards Aimed at Enhancing Quality of Life Total $11 Million

SANTA RITA, Guam (NNS) -- Naval Facilities Engineering Command (NAVFAC) Marianas awarded a combined total of $11 million to three local construction firms for repair and modernization of various facilities at U.S. Naval Hospital Guam and U.S. Naval Base Guam.
The contract awards, all components of the American Recovery and Reinvestment Act (ARRA), are intended to stimulate America's economy and spur employment opportunities.
"These awards reflect NAVFAC Marianas' commitment to supporting our local small business community and making opportunities available," said Capt. Paul Fuligni, NAVFAC Marianas commanding officer. "The result of these projects will be enhanced quality of life and improved safety for our service members and their families."
The most recent contract was awarded May 29 for $216,624 to AIC International, Inc., a Small Business Administration (SBA) Hub Zone certified local small business, for the renovation and modernization of endoscopy suites at U.S. Naval Hospital Guam. Work on the design-build project is expected to be completed this fall.
In addition, NAVFAC Marianas awarded a $10.5 million firm-fixed-price contract May 28 to Reliable Builders, Inc., an SBA 8(a) and Hub Zone certified local construction firm, to repair and modernize three bachelor enlisted quarters (BEQ) at Camp Covington on U.S. Naval Base Guam.
The work includes complete interior renovations, improvements to the structural integrity of windows and doors and installation of energy efficient systems such as solar water heating. Work on the BEQ buildings is expected to be completed in October 2010.
The first ARRA contract NAVFAC Marianas awarded was a $296,071 contract task order May 16 to Guam-based Serrano Construction and Development Corp., an SBA 8(a) and Hub Zone certified firm, to refurbish and resurface a portion of the parking lot at U.S. Naval Hospital Guam.
The scope of work includes repaving, installing additional parking stalls, wheel stops, curbs and signs. This project is expected to be completed in November 2009.
Maximum practicable utilization of small business concerns is a matter of national interest with both social and economic benefits. America's 27 million small businesses employ more that 58 percent of the private work force, generates more than 51 percent of the nation's gross domestic product and are the principal source of new jobs.
NAVFAC Marianas has now awarded a total of five ARRA projects, and all work was contracted to small businesses on Guam.
