
ARRA Contract Will Allow for Quality of Life Upgrades at Camp Lejeune

CAMP LEJEUNE, N.C. (NNS) -- OICC MCI East awarded a contract April 24 to replace roofs at various buildings in the French Creek and Hadnot Point areas of Camp Lejeune, N.C, and at MCAS New River in the amount of $1,189,437 to Quality Roofers and Guttering Incorporated, a local small business construction firm from Jacksonville, N.C.
This project consists of replacing existing roofs with LEED certified cool roofing systems. This is the second USMC project to be funded through the American Recovery and Reinvestment Act (ARRA) of 2009 at Camp Lejeune.
A cool roof can reflect more of the sun's radiant energy while more quickly emitting its absorbed (non-reflected) energy. LEED stands for Leadership in Energy and Environmental Design and is a building rating system that is used as a guide toward environmental design. It uses a credit or point system to establish an overall building performance rating.
According to Cmdr. Cheryl Hansen, commanding officer, OICC MCI East, Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, "This technology greatly reduces heat transfer to a building's interior and can result in savings of 20 to 30 percent in annual cooling energy consumption. Because of this ARRA contract, the Marine Corps will receive the benefits of better interior temperature control in these facilities with a substantial savings in energy costs."
OICC MCI East, located at Marine Corps Base Camp Lejeune, is the NAVFAC Mid-Atlantic field office responsible for construction award and execution of ARRA projects at Camp Lejeune and MCAS New River.
OICC MCI East and NAVFAC Mid-Atlantic work in close coordination with USMC leaders and planners who identify base requirements, then plan and program projects to meet these requirements. It is a total Navy-Marine Corps team effort.
This project, as well as those that will follow under this act, will provide much needed funding and jobs into the local economy. Future ARRA projects at MCI East bases in North Carolina will include major contracts for the interior and exterior renovation of buildings, energy, lighting, mechanical and HVAC systems upgrades, and roof replacements.
