NAPLES, Italy (NNS) -- The Naval Facilities Engineering Command Europe and Southwest Asia's (NAVFAC EURSWA) Resident Officer in Charge of Construction (ROICC) Vicenza presented Camp Darby with a new $7 million commissary on Mar. 26.

The latest ROICC Vicenza Quality of Life project was turned over to the Defense Commissary Agency (DeCA) following 18 months of construction.

"We are extremely pleased with the quality and the timeliness of this facility," stated DeCA project manager Miguel Garcia.

The new commissary features several complex building systems that required the complete involvement of the prime contractor, C.M.R., DeCA engineers and NAVFAC representatives. One such system provides remote monitoring capability for all utilities, lighting, refrigeration and freezer equipment, and HVAC system. With this system, DeCA representatives can monitor and adjust all systems, in real time, from their headquarters in Germany.

"This is the first commissary that incorporates all of these functions into one package. Ultimately, we want all of our commissaries to switch to this type of feature. It consolidates our personnel and allows us to ensure that our products and facilities are maintained and operating in peak form," said Garcia.

DeCA will spend the next two months outfitting the new commissary, which nearly doubles the sales area of the existing commissary. Shelves, office furniture and other equipment will come from warehouses in Germany, and the food and products will begin to arrive in late May.

"The transition between the opening of the new store and the closing of the old will be unnoticeable to the customer," said Camp Darby store director Giuseppe Ricci.

"The community interest in this project has been astonishing!" said NAVFAC engineering technician, Rebecca Goetzke. "I have worked on this base for many years, but this is the first project that people stopped me on the street to ask how everything is going. It has been great to work on a project that the entire community is excited about."

NAVFAC EURSWA executes more than $600 million a year in construction, professional engineering and facilities services for the U.S. Navy, U.S. Department of Defense and NATO commands in those countries throughout Europe and Southwest Asia where the Navy is the DoD lead agent for Military Construction.
