
Point Loma Breaks Ground for Fuel Storage Facility

SAN DIEGO (NNS) -- Naval Base Point Loma (NBPL) officially broke ground March 27 for Military Construction Project 401 (MILCON P-401), a new state-of-the-art fuel storage facility at the Defense Fuel Support Point (DFSP) Point Loma, located aboard the Submarine Base Complex of NBPL.
MILCON P-401 is a five-year, $139-million construction project to replace an aging fuel storage facility originally constructed between 1930 and 1950.
DFSP Point Loma is the only defense fuel facility in the Southern California region, providing fleet assets and airfields annually with fuel valued at $500 million. Last year alone, DFSP Point Loma handled 7.7 million barrels (323 million gallons) of fuel in more than 1,278 fueling evolutions, making it the largest single fuel handling facility in the Navy inventory.
Sponsored by the Defense Logistics Agency (DLA), MILCON P-401 was awarded Sept. 26, 2008. Naval Facilities Engineering Command Southwest executed the project and awarded the contract to Nova Group, Inc. - Underground Construction Company, Inc., as a joint venture.
Noted as the largest construction project ever within the DLA, MILCON P-401 will construct six 125,000 barrels, above ground fuel storage tanks, replacing 750,000 barrels of the existing one million barrels of jet and diesel fuel storage capacity. The project will also replace an aged pump house, dispensing systems, distribution piping and fuel oil reclamation facility, forming a complete and usable facility. Site preparation and improvements include extensive earth-work operations, earth-retaining structures, access roads, storm and sanitary sewers, sedimentation basins, site lighting, security fencing, electrical distribution systems and emergency generators.
MILCON P-401 is designed for the United States Green Building Council's Leadership in Energy and Environmental Design (LEED) certification. This certification will be pursued throughout the construction process and will be the first fuel facility to achieve LEED certification. MILCON P-401 is recognized as a solution to prevent future fuel releases into the ground.
When completed, the project will allow for the closure of 75 percent of existing aging above ground and underground storage tanks and provide environmental mitigation and remediation of contaminated soil. The MILCON P-401 contract also includes options for two additional tanks, which would allow closure of 100 percent of the existing aging above ground and underground storage tanks while maintaining the total facility capacity at one million barrels.
