
Fleet Forces Command Announces 2009 Direct Reporting Activity Sea, Shore SOYs

NORFOLK, Va. (NNS) -- U.S. Fleet Forces Command (USFF) announced the 2009 USFF Direct Reporting Activity (DRA) sea and shore Sailors of the year (SOY) March 12, at the USFF Headquarters in Norfolk.
USFF's Deputy Commander, Vice Adm. Peter H. Daly, congratulated Special Warfare Operator 1st Class (SEAL) Jay R. Aliason, serving at an East Coast-based SEAL team, as the sea SOY, and Cryptologic Technician Technical 1st Class (SW/AW/NEC) Larry D. Daugherty from Commander, Task Force 69 in Naples, Italy, as the shore SOY.
"It's still unbelievable that I won considering the competition and the caliber of the Sailors here," said Daugherty. "Hopefully tomorrow it might set in."
"It's outstanding," said Aliason. "I'm glad I could support my team and my team could support me. Hopefully I can set an example for younger Sailors out there everywhere."
During the ceremony, Daly applauded the eight DRA nominated participants, four shore-based and four sea-based, for their professional excellence and self-determination that deemed them worthy of nomination.
"It has been a great competition with superb candidates," said Daly.
The USFF DRA serves as the Type Commander (TYCOM) SOY Program for USFF and recognizes the best and brightest Sailors throughout USFF. The weeklong SOY activities included competition as well as social functions sponsored by local Hampton Roads military and civilian supporters who honored the nominees' exceptional service.
Other candidates nominated for the Sea SOY included:
Yeoman 1st Class (SW) Clayton J. Enard Jr.; USNS Mercy (T-AH 19); Hospital Corpsman 1st Class (SW/FMF) Anthony M. Foht; USNS Comfort (T-AH 20); Personnel Specialist 1st Class (SW/AW) Dawn R. Slayton; Commander, Carrier Strike Group 10.
Other candidates nominated for the Shore SOY included:
Storekeeper 1st Class (AW) Cheryl J. Kurianowicz; Assault Craft Unit 4; Information Systems Technician 1st Class (SW) Ronald McClarin; Military Sealift Fleet Support Command; Aerographer's Mate 1st Class (AW/SW) Robert L. Vongonthong; Military Sealift Fleet Support Command.
For their recognized superior performance and individual command nomination, Daly awarded each of the six non-selected candidates with the Navy Commendation Medal.
Aliason and Daugherty, will now go on to represent USFF and compete with sea and shore winners from Commander, Naval Surface Forces; Commander, Naval Air Forces; Commander, Naval Submarine Forces; Commander, Navy Expeditionary Combat Command and Naval Network Warfare Command TYCOMs in the USFF SOY competition in April. From there, the winning sea SOY will meritoriously be advanced to chief petty officer, while the shore SOY will advance to the Chief of Naval Operations shore SOY competition.
