Project Office Managing $422M in Katrina Recapitalization Effort

GULFPORT, Miss. (NNS) -- Public Works Department (PWD) Gulfport continues to execute the Naval Construction Battalion Center (NCBC) Gulfport Katrina Recapitalization Program which encompasses over 35 Military Construction (MILCON) and Operations and Maintenance, Navy (O&MN) projects valued at over $422 million.

This massive program encompassed $13 million worth of stabilization, $109 million worth of repair, and $300 million worth of recapitalization projects in the Gulfport area.

NCBC Gulfport Katrina Recapitalization program has demolished 42 facilities thus far with 61 remaining.

"This effort (demolition) has greatly reduced our facility footprint, while maintaining mission readiness and support to the warfighter," said Lt. Cmdr Craig Clutts, resident officer in charge of construction (ROICC) Gulfport.

The Project Management Office (PMO) has many responsibilities and wears many hats to accomplish all of the work going on with the Katrina Recapitalization Program. PWD employees are responsible for coordinating all aspects of building commissioning, collateral equipment, video/voice/data installation, swing space management, and facility service contract start-up for all Katrina Recapitalization projects.

"The team is in continuous contact with various Navy and contractor personnel to speed execution of long-lead items and critical path timelines for Navy/Marine Corps Intranet, swing space and the logistics of moving people and equipment," said Clutts.

The PMO team assists the base planner in creating and managing temporary warehouse configurations required by the Recapitalization.

"The PMO cell is my go to team when I need tasks completed immediately," said Cmdr. Romeo Coleman, Public Works officer, Gulfport.

The team works hard to ensure there is ongoing interaction and coordination of all actions between ROICC, OICC Katrina, PWD Gulfport, and the other supported units. They create, update and maintain briefs, maps, timelines, spreadsheets, and a comprehensive project portfolio for all Katrina Recapitalization Projects.

The Katrina Recapitalization Program includes 21 projects for NCBC with multiple new facilities, renovations and demo spread throughout the installation. Ten of the 21 projects have been completed as of this date.
