FISC Sigonella Transfers Navy Warehouse Operations to DLA

SAN DIEGO (NNS) -- As part of a Navy warehouse transfer initiative, Fleet and Industrial Supply Center Sigonella (COMFISCS) transferred seven Navy personnel from its Bahrain detachment to the Defense Distribution Depot Kuwait, Southwest Asia (DDKS) Dec. 7.

The transfer of mission to DDKS results from the partnership efforts between Naval Supply Systems Command (NAVSUP), Defense Logistics Agency, Commander Fleet and Industrial Supply Centers, and Defense Distribution Center (DDC).

In leveraging this relationship, NAVSUP is seeking new ways to utilize their resources for improvement of current and future logistics operations. The partnership was borne out of a Navy Program Objective Memorandum 10 (POM-10) initiative to generate savings the Navy can use to build the future force.

"With this transfer, the employees' mission will not change," said U.S. Army Col. Clayton T. Newton, commander for DDKS. "The Bahrain detachment will continue to provide physical receipt, stow, care and issue of materiel for tactical distribution for the fleet."

Newton's role at DDKS will be to implement processes to improve distribution operations, while providing efficiencies and enhancing support to the fleet.

"The transfer to DDC will be seamless to customers. DDC and COMFISCS worked together to smooth the transition for realigned employees, while ensuring continuity of service to warfighters," said Newton.
During a recent town hall meeting, Newton praised the workforce for its accomplishments in customer support, calling them the "standard bearers" for excellence, and congratulated them on their performance record.

"DDC looks forward to supporting the customers in this area and welcomes our newest members of the DDKS organization," said Newton.

The transfer of warehouse operations from COMFISCS to DDC supports the Chief of Naval Operations objective to reduce Navy infrastructure, which will ultimately free up resources that can be used to improve warfighting readiness.

"This is about a partnership and an alignment of core competencies and the opportunity to make the best business decisions for DoD," said U.S. Navy Cmdr. Mike Hansen of the DDC Planning and Supply Chain Integration office.

On a close timetable with Bahrain, FISC Puget Sound will begin transferring civilian employees at its Naval Station Everett detachment in the Pacific Northwest region to Defense Distribution Depot Puget Sound Washington in mid January.

The "as is, where is" transfer of Navy warehouse operations under the cognizance of COMFISCS will continue throughout calendar year 2009.

COMFISCS provides an array of integrated global logistics and contracting services to Navy and Joint operational units across all warfare enterprises.

COMFISCS is responsible for facilitating best business practices and efficiencies across the seven FISCs located in San Diego; Norfolk; Jacksonville, Fla.; Yokosuka, Japan; Pearl Harbor; Bremerton (Puget Sound), Wash.; and Sigonella, Italy; and for optimizing the performance of base supply functions and standardizing levels of service across 13 regions and 79 Navy installations.

COMFISCS comprises more than 7,500 military and civilian logistics professionals, operating as a single cohesive team providing global logistics services from nearly 135 locations worldwide.

A component of the Naval Supply Systems Command, headquartered in Mechanicsburg, Pa., COMFISCS is part of a worldwide logistics network of more than 25,000 military and civilian personnel providing "One-Touch Supply.
