Navy Announces Sponsor and Indoctrination Instruction

MILLINGTON, Tenn. (NNS) -- The Navy announced Dec. 16 the release of a new command sponsor and indoctrination instruction, OPNAVINST 1740.3C, which provides direction to command leadership.

"This new instruction breaks down the roles and responsibilities of each player in the [sponsorship] process," said Kathy Wells, senior policy analyst for the sponsor and indoctrination programs. "It is crucial that command leadership ensures Sailors and their families have adequate support and relocation assistance for a smooth transition to the gaining command."

One of the biggest changes in the new instruction is that commands must appoint a command sponsor coordinator (CSC).

The CSCs must meet the following requirements:
• Provide NPC with contact information
• Be at least an E-5
• Maintain and track sponsor assignment in Career Information Management System (CIMS)
• Advise command ombudsman of prospective gain

Command master chiefs (CMC) are charged with overseeing the program and must ensure that Sailors receive Navy pride and professionalism training within 30 days of arrival or within three drill weekends for Reservists.

Additionally, the instruction calls for CMCs to review CIMS to verify the proper tracking of sponsor assignments and ensure that incoming personnel are assigned sponsors.

Sailors attending indoctrination will have the opportunity to provide input about the sponsorship and indoctrination program through questionnaires provided during training. The questionnaire is voluntary and input can be anonymous.

"We appreciate the questionnaires because any feedback we get provides us the opportunity to improve the program," Wells said.
