First Astrium/DCNS partnership in naval telecommunications

* Navy personnel to have worldwide 24/7 access to communications networks in France
* Astrium Services to expand communications services to French Defence Ministry
* DCNS to deploy naval component of new military satcom system

28 Nov 2008

The French defence procurement agency (DGA) has chosen Astrium Services and DCNS to design, develop and build the Telcomarsat naval telecommunications system. Fifty-four French Navy ships will be equipped with Telcomarsat terminals offering military telecommunications via commercial satellites. Astrium Services and DCNS will supply an IP-based solution and services using off-the-shelf products.

Following the signing of the contract, Eric Béranger, CEO of Astrium Services, said: “This successful joint bid with DCNS confirms the Navy’s confidence in us and encourages us to enhance further our portfolio of naval telecommunications products. Following on from ASTEL-S and Passerel, Telcomarsat will expand the range of services that we provide to the French Defence Ministry. I’m extremely proud that Astrium Services will be contributing to efforts to improve the Navy’s operational efficiency and help French service personnel, wherever they may be, to stay in touch with France by giving them access to information and communications services”.

Christian Foissey, DCNS’s Senior Vice President Services, added: “this partnership ensures the management of the global system for the ground and naval segments. The bid also demonstrates the DCNS Group’s determination to play a leading role in the integration of shipboard communication systems.”

The project is worth around €25 million and will take four years to complete. Telcomarsat will supplement the capabilities of the French Defence Ministry’s existing Syracuse system by offering extended global coverage and broadband communications for ships not equipped with a Syracuse terminal.

More specifically, Telcomarsat will:

* give French Navy vessels access to commercial satcom services (in the C-, Ku- and L-bands) for:
o operational purposes (links to operational applications)
o general purposes (Navy messaging system, links to personnel administration and logistic support applications)
* enable the Navy and DIRISI, the French Defence Ministry’s telecommunications operator, to expand their teleport infrastructure for commercial satcom services in metropolitan France and French overseas departments and territories, including Réunion, New Caledonia and Martinique, thereby linking French warships to defence infrastructure networks all over the world
* give Navy personnel access to broadband connections for private communications (telephone and internet access).
