Team Stops in Guam to Identify Global Shore Infrastructure Requirements

SANTA RITA, Guam (NNS) -- As part of a global initiative, a team of facilities experts representing Commander Navy Installations Command (CNIC) visited Guam Nov. 4-7 to help identify the needs of Sailors and other personnel who work on base.

Anthony D'Agnenica, of CNIC Asset Management, said the team's stop on island is part of a larger effort by CNIC to establish its Global Shore Infrastructure Plan (GSIP), which will identify capability gaps at all of its 13 regions around the world.

D'Agnenica explained gaps may occur when no project currently exists to address a base requirement that needs to be met.

To correct that, the team interviewed program managers from Navy Housing, Fleet and Family Support Center, Navy Fire and Emergency Services, Child Development Center, Navy Morale, Welfare and Recreation and other base support facilities.

"We saw pretty much everybody we needed to see," said Jane Brattain, senior planner for EDAW Inc., the engineering contractor hired to develop GSIP. "We have a lot of good information."

D'Agnenica said their interviews and on-site reviews showed a need to expand the storage capabilities of several Navy and support service buildings. He added that the projected build-up of military forces on island creates an unknown factor for additional support that might be needed, but Naval Facilities Engineering Command (NAVFAC) Marianas' engineers can use GSIP as a guide for their construction projects.

"This is where they'll get the information on all these types of facilities," said D'Agnenica, who estimated GSIP won't be completed until about September 2009.

Eventually, GSIP will impact this region's quality-of-life initiatives, said Lt. Cmdr. Tim Wallace, assistant regional engineer for NAVFAC Marianas.

"What this plan will give us really is what the required investment in our infrastructure is to support the fleet, family and Sailor," said Wallace.
