Serbia will never recognize the independence of Kosovo, said Serbian President Boris Tadic following his meeting with Chancellor Angela Merkel in Berlin on Wednesday, according to news reports.
Tadic vowed to move the case of Kosovo "from the political corner to the legal corner" by bringing it to The Hague-based International Court of Justice.
He pledged to use "all legal and diplomatic means" to fight for Serbia's stance on Kosovo which has already been recognized by around 50 countries.
Germany was one of the first states to extend diplomatic recognition to the former Serbian province last February.
Kosovo is the sixth state carved from the Serb-dominated federation since 1991, after Slovenia, Croatia, Macedonia, Bosnia and Montenegro.
Tens of thousands of people were killed in ethnic clashes during the break-up of Yugoslavia during the 1990s.
Kosovo came under international supervision after NATO intervened in 1999 to protect ethnic Albanians who are Muslims, from ethnic cleansing being carried out by ethnic Serbs who are Christians.
