NAVFAC Mid-Atlantic Holds Change of Command

NORFOLK, Va. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, and Regional Engineer, Navy Region Mid-Atlantic held a change of command ceremony Sept. 17 at Vista Point on Naval Station Norfolk.

Capt. David M. Boone relieved Capt. Richard D. Roth as commanding officer.

During the ceremony, guest speaker Rear Adm. Mark S. Boensel, commander, Navy Region Mid-Atlantic, praised Roth's exceptional performance in his role as the regional engineer, and guest speaker Rear Adm. Christopher J. Mossey, commander, NAVFAC Atlantic, presented Roth with the Legion of Merit Award (gold star in lieu of the third award).

"Captain Roth's unwavering dedication and superior foresight while leading the 3,400 civilian and military personnel under his command from June 2006 to August 2008, resulted in unmatched facilities and engineering support to countless fleet units, warfighters and their families at 15 installations and 38 navy operational support centers," Mossey said.

"It has been a distinct honor, privilege and pleasure to serve as the regional engineer and commanding officer of NAVFAC Mid-Atlantic," said Roth.

"The officers, Seabees and civilian professionals who make up NAVFAC Mid-Atlantic are a fantastic team. I want to personally recognize the dedicated efforts of all those who work diligently behind the scenes to keep the rest of us comfortable. They have put forth tremendous effort to ensure the necessary shore infrastructure is in-place and capable of meeting the mission requirements of the Navy and Marine Corps, and are the underlying strength and hallmark of NAVFAC Mid-Atlantic."

Roth's next assignment will be deputy fleet civil engineer, NAVFAC Atlantic.

"In the last year, Commander Navy Installations Command has been focused on bringing the authority, accountability and responsibility of the installations back to the installation commanding officers," said Boone, upon accepting command.

"We at NAVFAC MIDLANT will ensure that our public works officers leverage our entire NAVFAC organization to focus on providing ultimate support and transparency to the installation COs. With CNIC's new role of 'integration,' we will be looking not only to reduce the facilities footprint where it is evident, but to think about the Navy's business in a different, more transparent way -- to work with the warfare enterprises and providers to find the behaviors and operational patterns that will result in a more effective installations footprint.

"I'm excited to be part of the NAVFAC MIDLANT team, and I'm looking forward to the challenge of shaping the future of NAVFAC MIDLANT and Navy Region Mid-Atlantic."

Boone previously served as chief of staff to Commander Navy Installations Command (CNIC). He is a Seabee combat warfare officer, a Navy diving officer and a registered professional engineer in Florida and in Virginia, as well as a member of the Acquisition Professional Community. He is a designated joint specialty officer, a graduate of the Naval War College, the Armed Forces Staff College, the Tuck Executive Program at Dartmouth University and MIT's Seminar XXI.
