
NAVFAC Hawaii Changes Command

PEARL HARBOR (NNS) -- The commanding officer of Naval Facilities Engineering Command (NAVFAC) Hawaii and Navy Region Hawaii's regional engineer, welcomed his replacement during a change of command ceremony held Aug. 7 at Pearl Harbor.
Capt. Bret Muilenburg relieved Capt. Clifford Maurer as commanding officer.
The ceremony marked the culmination of two years of leadership by Maurer, which resulted in NAVFAC Hawaii receiving the 2007 Secretary of the Navy and Chief of Naval Operations Safety Ashore Awards in the Medium Industrial Activity category.
Guest speaker Rear Adm. Townsend Alexander, commander, Navy Region Hawaii, noted this accomplishment and Maurer's successful efforts to implant a strong safety culture at NAVFAC Hawaii that emphasized ownership and accountability at all levels of the command, which resulted in historic low mishap rates.
Alexander also emphasized the direct impact on energy savings that NAVFAC Hawaii has provided to the Region.
"NAVFAC Hawaii, under Capt. Maurer's leadership, has done a remarkable job in executing their mission while being an outstanding partner to Navy Region Hawaii," said Alexander.
"He ambitiously re-chartered our energy management efforts to not just meet, but to exceed new federal goals regarding utilities and natural resource conservation, resulting in over $2 million in energy savings."
Alexander also identified as noteworthy Maurer's accomplishments in helping to plan and prepare for the joint basing initiative at Pearl Harbor Naval Base and Hickam Air Force Base.
"Capt. Maurer excelled during his command tour, providing strong and visionary leadership while instilling a culture of client focus, innovation, enthusiasm, hard work and competitiveness," said Alexander.
"His outstanding performance in this extremely demanding, multifaceted assignment has contributed immensely to Navy readiness in Hawaii."
During the ceremony, Rear Adm. Michael Giorgione, commander, NAVFAC Pacific, presented Maurer with the Legion of Merit for his leadership and extraordinary vision from July 2006 to August 2008.
Maurer will depart Hawaii and report to his next duty assignment at Naval Facilities Engineering Command, Washington.
Muilenburg, NAVFAC Hawaii's third commanding officer, reports from his previous duty in Millington, Tenn. as the Navy's Civil Engineer Corps head detailer and community manager.
As commanding officer of NAVFAC Hawaii, Muilenburg assumes command of a large, industrial employer in the state of Hawaii dedicated to providing the Navy, Marine Corps, DoD and other federal agency clients with best-value planning, engineering, public works, environmental and acquisition (contracting) services. He will lead approximately 1,067 highly-skilled civilian federal workers and 53 civil engineer corps officers and Seabee enlisted personnel.
Products and services at NAVFAC Hawaii are delivered through in-house shop personnel and a broad range of contract vehicles. In fiscal year 2007, NAVFAC Hawaii executed $218 million Navy Working Capital Fund work and $183.4 million Mission Fund work, including major construction and service contracts.
