
Navy Recognizes Outstanding Energy Management

WASHINGTON (NNS) -- Seven Naval Sea Systems Command (NAVSEA) activities were honored July 28 with the fiscal year 2007 Secretary of the Navy (SECNAV) award for outstanding performance in energy and water management in Washington.
"NAVSEA, as well as its warfare centers and shipyards, strives to protect the environment by reducing sources of pollution, purchasing environmentally preferable products, reducing the use of hazardous materials, recycling, and ensuring that Navy activities do not adversely impact the nation's air, water and land resources," said Vice Adm. Kevin M. McCoy, commander, NAVSEA.
The SECNAV Energy Awards were established to recognize outstanding commitment to energy and water conservation by Navy and Marine Corps activities and ships. Each year, the SECNAV Awards are presented to those ships and activities that have made notable progress toward achieving the Department of the Navy and federal goals for reduction of energy and water consumption.
Recipients were recognized by three different award categories: platinum, gold and blue.
Two NAVSEA warfare centers and one shipyard earned a Platinum Award by producing an outstanding energy program and an exceptional year for energy project execution.
Naval Surface Warfare Center (NSWC) Carderock's Ships Systems Engineering Station (SSES), Philadelphia, earned a Platinum Award by implementing energy efficient lighting systems, new heating and lighting systems, direct digital control systems, and improvements to HVAC controls and the cooling tower.
These efforts reduced energy consumption per square foot by 15.5 percent. Additionally SSES continues to develop and execute activity funded projects and initiatives to help meet and exceed mandated energy and water reduction goals.
Naval Undersea Warfare Center (NUWC) Division, Keyport, Wash., earned a Platinum Award by reducing energy consumption 9.89 percent since FY 2003. Keyport's Energy Awareness Team has also taken a proactive approach to investigating opportunities to implement renewable energy projects at Keyport and operational sites in Southern California, Hawaii and Nevada. NUWC Keyport continues to work with its electric service provider, Puget Sound Energy, to utilize their Electric Utility Rate Schedule 258 Options to garner electric utility rebates.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility also earned a Platinum Award.
Two NAVSEA warfare centers earned a Gold Award by demonstrating a very good to outstanding energy program.
NSWC Carderock, West Bethesda, Md., earned a Gold Award by also engaging in the corporate approach to energy management. NSWC Carderock reduced energy consumption per square foot by 4.1 percent. The projects which had the greatest effect on the site's energy conservation efforts included the multiple chiller, cooling tower and controls projects and the replacement of an inefficient air compressor. Like SSES, the command works toward developing and executing activity funded projects to meet and exceed mandated energy and water reduction goals.
NSWC Carderock's Large Cavitation Channel (LCC), Memphis, Tenn., earned a Gold Award by reducing energy consumption per square foot by 17.5 percent through the completion of a centrally-funded (ECIP) project that provided energy efficient lighting, heating and controls systems for the LCC. LCC Memphis also continues to strive to meet and exceed mandated energy and water reduction goals through developing and executing activity funded projects.
Two NAVSEA shipyards earned a Blue Award by displaying a well-rounded energy program.
"Norfolk Naval Shipyard earned a Blue Award by implementing a Department of Energy program--Energy Saving Performance Contract," said Gary Whitford, Naval Facilities Mid-Atlantic energy manager for the shipyard.
These measures provide new technology and equipment with improved operation that consume less energy and may be controlled automatically.
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility also earned a Blue Award.
The Department of the Navy's worldwide energy program currently is exceeding the Energy Policy Act goals. The program, managed by Naval Facilities Engineering Command, includes state-of-the-art technology and design, uses the most energy efficient products, focuses on improving individual energy efficiency, and operations and maintenance strategies that significantly reduce energy and water consumption by Navy and Marine Corps installations worldwide, saving taxpayers more than $400 million (inflation adjusted) each year.
The winners will be recognized at an awards ceremony to be held on Oct. 21, at the Navy Memorial in Washington, D.C.
