New Student Barracks Under Construction at NCTC

GULFPORT, Miss. (NNS) -- Construction of Naval Construction Training Center's (NCTC) new $20.7 million bachelor enlisted quarters (BEQ) is underway aboard Naval Construction Battalion Center (NCBC) Gulfport and is scheduled for completion in August 2009.

"The new BEQ will house 328 'A' school students from NCTC, in 82 modules," said Lt.j.g. Rhonda Henderson, assistant resident officer in charge of construction (ROICC) Gulfport.

The students will live in four-person suites with individual bedrooms and will share utilities and lounge areas. The barracks will have laundry rooms on each floor, vending, TV lounge, classrooms, conference space and a cybercafé.

"This will be a huge quality of life improvement for our students," said NCTC Executive Officer Lt. Cmdr. Jay Beiszke. The new BEQ gives each student more personal space and eliminates the community bathrooms.

"We are getting a very modern barracks which will meet our capacity needs as our student population has grown significantly over the years."

The new BEQ will be connected to the existing student BEQ by a covered breezeway at ground level.

"The contractors and government representatives worked closely before award to ensure NCTC received the absolute best value facility for the approved funding," said Jerry Davis, ROICC Gulfport construction manager. "We balanced features and scope to ensure NCTC got the number of rooms they needed in the foot print allotted, while meeting force protection requirements."

The new facility will meet anti-terrorism and force protection requirements with regards to anti progressive collapse construction.

"The four-story building is designed so that damage or failure of a relatively small part of the building doesn't cause the collapse of all or a large part of the structure," said Jim Hamrick, ROICC Gulfport resident engineer in charge.

The $20.7 million BEQ project is part of a larger $95 million package which includes a new Navy Exchange, fitness center, training hall, command headquarters, and security and fire department complex. The contract was awarded July 9, 2007, to Y. G. Yates and Son Construction of Philadelphia, Miss.
