Navy Warfare Development Command Breaks Ground on New Headquarters

NORFOLK (NNS) -- Commander, Navy Warfare Development Command (NWDC) and their guests conducted in a ceremonial groundbreaking for a new headquarters for the command, June 12, at Naval Station Norfolk.

"This new facility will bring most of the NWDC workforce together, under the same roof, for the first time in its 10-year history," said Rear Adm. Carlton B. Jewett, commander NWDC. "The ability of our personnel to work together in the same physical location will provide a stable and rich environment for the command to perform its missions, which are expanding."

NWDC will be moving from its current location in Sims Hall on Coasters Harbor Island, part of Naval Station, Newport, R.I. Norfolk will become the new home of the command as a result of the Base Realignment and Closure Commission legislation of 2005 which directed the move.

Also wielding the golden shovels were Vice Adm. Melvin Williams, Deputy Commander, U.S. Fleet Forces; Rear Adm. Wendy Carpenter who relieved Jewett as commander, NWDC on June 13; Capt. Richard Roth, commanding officer, Naval Facilities Engineering Command Mid-Atlantic; and Dennis Gilbert, president of the Tesoro Corp., the design-build contractor on the project.

Williams noted that NWDC's move to Norfolk will tap into a synergy with other key joint and service commands in the Hampton Roads area including the Joint Forces Command in Suffolk.

The three-story, 84,849 square foot structure will create new office space for 264 people at the naval station. NWDC has 347 full and part time personnel assigned including those assigned in other fleet concentration areas such as San Diego and Honolulu.

The $23 million building will meet current Leadership in Energy and Environmental Design Green Building Rating System standards, a third party certification program and the nationally accepted benchmark for the design, construction and operation of high performance green buildings. It is scheduled to be completed by the end of September, 2009.

Among the outstanding features of the new building will be a 10,000 square foot state-of-the-art modeling and simulation lab which will support the Navy Continuous Training Environment, Navy experimentation, and concepts of operations development.

"This facility is the product of some tremendous teamwork between the Navy and its civilian partners," said Jewett. [Its location in Norfolk] "will enhance our ability to collaborate with the warfighter and respond to rapidly changing demands from the fleet."

Occupancy of the new headquarters is scheduled for the end of March, 2010, and the formal closure of the command in Newport is scheduled for the end of September, 2010.

The Chief of Naval Operations established the Navy Warfare Development Command in 1998. NWDC coordinates the development of concepts of operations doctrine, experimentation, and Navy lessons learned in direct support of the fleet. The command also provides cutting-edge modeling and simulation for experiments and training, Navy integration with joint experimentation, and focused analysis.
