Navy, DLA Hold Meeting to Discuss SS&D Transfer

SAN DIEGO (NNS) -- Defense Supply Center Richmond (DSCR) and Fleet and Industrial Supply Center (FISC) Jacksonville's Fleet Readiness Center (FRC) East site hosted an FRC East Base Realignment and Closure (BRAC) Supply, Storage and Distribution (SS&D) kickoff meeting April 22-23.

The meeting was held at Marine Corps Air Station Cherry Point, N.C., for Integrated Process Team (IPT) members to discuss plans for the transfer of Navy supply, storage and distribution functions to the Defense Logistics Agency (DLA).

IPT members and local functional representatives led by Cmdr. Eric Schoch, director of FISC Jacksonville's FRC East site and Cmdr. William Darney, DLA FRC BRAC SS&D transition director worked through "Day One" implementation tasks and identified progress and key dates. "Day One" represents the official day that approximately 150 employees will be transferred from FISC to DSCR, a DLA activity.

According to Darney, one of the goals of "Day One" is to move personnel from Navy to DLA roles without changing the work processes or procedures already in place.

"The implementation plans include providing all human resource support for the transfer of the FISC employees to DLA's payroll, including common access card [identification card] changes," said Darney. "At this point, no significant issues have been identified which would prevent us from achieving our Aug. 31 implementation goal."

Other implementation tasks identified during the kickoff include preparing milestones for a smooth "Day One" implementation, providing affected Navy employees with information about DLA and how they will fit into the agency, and agreeing on dates when specific activities will occur.

"The meeting went very well and I'm comfortable with the progress being made thus far," said Schoch.

The Commander, Fleet and Industrial Supply Centers (COMFISC) mission is to facilitate best business practices and efficiencies across the seven FISCs located in San Diego; Norfolk; Jacksonville, Fla.; Yokosuka, Japan; Pearl Harbor; Bremerton, Wash.; and Sigonella, Italy. COMFISC is also responsible for optimizing the performance of base supply functions and standardizing levels of service across 13 regions and 110 Navy installations worldwide.

A component of the Naval Supply Systems Command, headquartered in Mechanicsburg, Pa., COMFISC is part of a worldwide logistics network of more than 25,000 military and civilian personnel providing "One-Touch Supply."
