
Shipyard IPT Meeting Held to Discuss Navy Personnel Transfers to DLA

SAN DIEGO (NNS) -- More than 80 people from various government logistics agencies attended a face-to-face shipyard Implementation Planning Team (IPT) meeting in Norfolk May 6-7.
Those present represented Defense Logistics Agency (DLA), Defense Supply Center Columbus, Commander, Fleet and Industrial Supply Centers (COMFISCS), Naval Sea Systems Command, and two shipyards impacted by Base Closure and Realignment 2005 supply, storage and distribution decisions.
The group met to continue planning efforts for BRAC implementation, which began in October 2007. In addition to detailed IPT discussions, important group issues surrounding government purchase cards, A-76 competitive sourcing/Most Efficient Organization (MEO), and facilities maintenance responsibilities were addressed.
"The POA&M [plan of action and milestones] for 'Day One' implementation was validated, and each IPT member provided an update on current progress and ways ahead," said FISC Norfolk Executive Director Sid Etherington, shipyard IPT co-lead, of the official day employees will be transferred from COMFISCS to DLA roles.
"The meeting went well and the group made good progress," she continued.
Pending executive leadership approval, the implementation timeline will be accelerated--that is, personnel at the Norfolk Naval Shipyard will transfer in place May 10, 2009, and Naval Shipyard Puget Sound personnel will transfer July 19, 2009.
"Accelerating the schedule allows both shipyards to maintain consistent operations, while allowing time enough for lessons learned from Norfolk to be applied to the transfer at Puget Sound," said Cmdr. Scott McCain, the shipyard IPT co-lead from DLA (J-39).
The Commander, Fleet and Industrial Supply Centers mission is to facilitate best business practices and efficiencies across the seven FISCs located in San Diego; Norfolk; Jacksonville, Fla.; Yokosuka, Japan; Pearl Harbor; Bremerton (Puget Sound), Wash.; and Sigonella, Italy. COMFISCS is also responsible for optimizing the performance of base supply functions and standardizing levels of service across 13 regions and 110 Navy installations worldwide.
