NCBC Gulfport Consolidating Supply Functions

GULFPORT, Miss. (NNS) -- A new Operational Expeditionary Logistics Facility (OELF) on board Naval Construction Battalion Center (NCBC) Gulfport is scheduled for completion this summer, which will consolidate some NCBC supply functions into one facility.

"We are bringing together four core supply functions into the OELF," said Rodney Duggins, NCBC supply officer. "This restructuring will greatly increase our efficiencies in the containerization process, which support Navy Expeditionary Forces."

The OELF will be the hub for all shipping, receiving, and distribution functions within supply.

The Resident Officer in Charge of Construction (ROICC) office worked closely with supply and the contractor during the design phase to ensure the new facility will meet the required capabilities.

"We issued several modifications to the contract to date as we work towards fully equipping the building," said Bennie Boren, ROICC Gulfport contract specialist administering the contract. "There is a great working relationship with the customer and the contactor. Both are committed to meeting the base's needs, while staying within budget."

ROICC has exercised two options totaling $288,000 for storage racks, and purchased $318,000 of upgrades which included additional air compressors, locking spaces for a jib crane, and increased fiber connectivity to aid supply management software.

In addition to the OELF, a new commercial vehicle gate (CVG) is being constructed just north of the new facility.

"The CVG, along with new gates at Pass Rd. and Broad Ave. brings the base up-to-date with Anti Terrorism and Force Protection (AT/FP) requirements," said Ron Perry, NCBC security officer. "Not only will it allow security to inspect all commercial vehicles in a controlled environment, but it will reduce delays of personal vehicles at our other gates."

The $33.4 million OELF project is part of a larger $42.3 million dollar package, which includes a new Public Works shops building and renovation to the existing Public Works administration building. The contract was awarded Dec. 13, 2006, to BE&K Government Group of Birmingham, Ala.
