
CNIC Conducts Personnel Accountability Exercise

WASHINGTON (NNS) -- Commander, Navy Installations Command (CNIC), in coordination with Command Navy Personnel Command (CNPC) and U.S. Fleet Forces Command will hold a Navywide large-scale personnel accountability (PA) exercise Feb. 25-29.
Exercise Citadel Personnel Accountability (CPA) 08-1 will simulate a real world catastrophic event in order to exercise the Navy's PA program and introduce the PA module of the Navy Family Accountability and Assessment System (NFAAS).
"The NFAAS-PA functionality was developed from the BUPERS On-Line Disaster Muster Tool, incorporates many improvements and addresses many of the lessons learned collected over the past 18 months from exercises and real events," said Capt. Ray Pietrzak, CNIC N3 Navy Family Accountability and Recovery director.
Exercise objectives include conducting a Navywide, focused PA training event for all commands with Navy personnel, evaluation of the new PA functionality within NFAAS and testing. Additionally, CNPC and Defense Manpower Data Center are working together to refine the Navy data population baseline capture and transfer process to meet Department of Defense (DOD) mandated personnel accountability requirements.
NFAAS is a Web-based application (non-NMCI) personnel system, and is primarily used in response to a catastrophic event affecting the Navy and its personnel. Main subsystems include: Personnel accountability, family needs assessment, family recovery case management, and individual augmentee tracking and support.
"Although we are in the early operating capability stages of the PA module within NFAAS, it's user-friendly functionality will hopefully prove beneficial and efficient in the long term as we move ahead with the PA and Recovery system. CPA 08-1 is our first major test of this functionality and the Navy's core PA team is working aggressively to ensure its success during this exercise," said Pietrzak.
CPA 08-1 is the first of two early fiscal year 2008 Citadel PA Exercises conducted by CNIC. The second exercise will be in coordination with the National Level Exercise conducted in late April 2008.
On Feb. 25, a Chief of Naval Operations NAVADMIN 052/08 (Order to Account) message will be transmitted to all Navy commands directing them to muster and account for all Navy personnel and their family members (categories defined in DOD Instruction 3001.02) within the exercise defined affected area or geographic area of interest. Individual Navy family members, if necessary, will be able to enter their own location and contact information in NFAAS in order for command representatives to complete PA requirements.
