
CNO Speaks at National Defense University

WASHINGTON (NNS) -- Chief of Naval Operations (CNO) Adm. Gary Roughead spoke to students at the National Defense University Feb. 13 about "A Cooperative Strategy for 21st Century Seapower" and explained how he intends to move from strategy to action.
Roughead spoke to more than 500 military and civilian students, representing 63 countries, about the Maritime Strategy, noting that it was the first time in history that the U.S. Navy, the U.S. Marine Corps and the U.S. Coast Guard have worked together on common strategy.
"This is the first time the three maritime services have come together to say this is what we think about the future and about what our maritime forces must do and must be able to do in the world that we envision," said Roughead.
He outlined key parts of the strategy, explaining the significance of the six core capabilities of forward presence, deterrence, sea control, power projection, maritime security and humanitarian assistance/disaster relief.
In addition to executing the maritime strategy, the CNO's top priorities are building tomorrow's Navy, current readiness of the Navy, and most importantly, Sailors, Navy civilians and their families.
Roughead believes the cooperative nature of the maritime strategy and its emphasis on building partnerships throughout the world is especially important for global navies.
"In the world that we live in today where things happen very quickly, where things happen in a global context you cannot surge trust. Trust is something that is cultivated over time. There is no switch for trust. We believe that the strategy must be able to reinforce the trust that maritime forces have on one another," he said.
The National Defense University is the country's premier center for joint professional military education, providing an educational and research environment to prepare future leaders of the armed services, State Department, other U.S. government agencies, and other nations for high-level policy, command, and staff responsibilities.
