Flagship refreshes partnering deal with Royal Navy
04 Sep 2006
New contract builds on existing arrangement and delivers significant benefits to both parties
Flagship Training Ltd (Flagship) has signed a Heads of Terms agreeing to a number of revisions to their successful 15-year partnering arrangement with the Royal Navy, which was originally signed in 1996.
The key elements of the new deal are:
* An increase in contract value for Flagship of 60 million, with potential for up to a further 110 million, linked to revisions to the duration of service delivery based on the achievement of a set of Key Performance Indicators
* Improved value for money for the MoD
* Revised contract terms better reflecting current MoD practice and consistent with the procurement strategies set out in the Defence Industrial Strategy
* The transfer of over 300 training delivery posts to Flagship, subject to successful Trades Union consultation
Dave Mitchard, Flagships Managing Director said; This agreement represents a significant milestone in our partnering arrangement with the Royal Navy and builds upon the positive partnering relationship which has developed between our two organisations. It will enable us to develop our already extensive array of capabilities and, in particular, will offer an opportunity to deliver elements of naval training to support our partners outputs.
Adds Commodore Mike Potter, Naval Training Command; The revised contract brings our partnering arrangement fully up to date and will deliver a revitalised relationship.
The RN will benefit from an improved value for money support services contract with rigorous output-based performance criteria. It will give us the flexibility to respond to the ever changing dynamics of the defence sector, whilst also ensuring that our contractual relationship fully meets the required MoD wide standards.
Editors Notes
* The High Level Agreement between the Royal Navy and Flagship is reviewed regularly to ensure that the contract delivers value for money and that Flagships performance meets the required standard.
** Flagship generates income for the Royal Navy by marketing their training expertise and facilities to non-RN organisations.
