UNSC draft resolution on Lebanon not enough to establish peace in Middle East

Secretary of Supreme National Security Council Ali Larijani said on Sunday that the draft resolution drawn up by France and the United States is not enough to establish a lasting peace between Israel and Lebanon.
"Probably, the Security Council will adopt the draft worked out by France and the US, but, the context of the resolution is unable to end the crisis," Larijani told reporters.
Asked about the reasons for inability of the draft resolution to establish a lasting peace between Lebanon and Israel, Larijani said that it is because the Western nations have drawn up the draft by taking into account demands of only one party to the conflict.
Citing the partial approach of the draft resolution to Lebanon crisis, he said that for example one note of the draft says that Israeli prisoners of war (PoWs) should be released, but, the Lebanese prisoners should remain in custody and negotiations would be held on their freedom later under the auspices of the United Nations.
"Now, the question is that is it a fair draft? and how is it possible for the brave Lebanese people to accept such a resolution if adopted by the Security Council," Larijani asked.
"The draft resolution has called for sending multi-national forces to Lebanon and implementing the UN resolution 1559 indicating that it is biased just like the resolution the Security Council has adopted on Iranian nuclear program," Larijani said.
He said that the West always shows two faces to the East, one:
Reactionary and adventurism led by the US administration and the United Kingdom and two: A moderate and logical face being shown by some European states including Germany and Italy.
"On the Lebanese crisis, we should contemplate that why Israel invaded Lebanon and why Ms. Rice (US Secretary of State) came to the region and went back without taking a positive action to stop bloodshed. She only made objection to the Security Council when it wanted to call for a ceasefire."
"She said that we should use the current conflict between Israel and Lebanon to put into force the 'New Middle East Plan'," he said.
"What is the 'New Middle East Plan'?" Larijani asked.
"All the Arab leaders who are friends of the United States made mockery of your former plan 'The Greater Middle East'," Larijani said.
"They have focused on the 'New Middle East Plan' when their former plan 'The Greater Middle East' which called for bringing democracy to the Middle East failed and Shimon Peres' doctrine on 'New Middle East', calls for development of economic relations between regional nations and Israel," Larijani said.
"So, this is the 'New Middle East Plan'. Instead of helping resolve the crisis in Lebanon, they want to use the crisis for their own objectives just like the aftermath of terrorist attack on the United State in September 11, 2001.
"After September 11 terrorist attacks, the US said that we should attack Afghanistan in the context of the international campaign against terrorism. They attacked Afghanistan and levelled buildings in Afghan cities to the ground.
"And then, they said we should attack Iraq. They also ruined Iraq and killed thousands of Iraqis in fighting in which several thousand American soldiers were also killed.
Larijani said that what the US has done in the wake of September 11 terrorist attacks, helped promote terrorism instead of eradicating it in line with the international campaign against terrorism.
"The US is pursuing its own reactionary goals which it has pursued since 50 years ago which call for dominance over the globe.
It does not work in the modern world," Larijani said.
Citing a statement from the Jordanian king who called Hezbollah leader Hassan Nasrallah the hero of the Arab world, Larijani said that the US intransigence will further backfire and resistance movement like Hezbollah will grow up in the Arab world due to US
miscalculation.
"In the past 22 days, members of the UN Security Council wanted to issue statements calling for a halt to bloodshed, but, the US vetoed it four times," Larijani said.
"They thought that they could inflict heavy blow on Hezbollah within several hours, but, they suffered humiliating defeat during 22 days of fighting. Now, they want to bring in others (multi-national force) to create an opportunity for another adventurism. They should know that they have miscalculated reality in the region."
"The states which are seeking an end to adventurism and bloodshed, should take into account such miscalculation of the facts in the region and should know that a several-point resolution will not simply resolve the crisis.
