NAPLES, Italy (NNS) -- Rear Adm. Carl Van Mauney, commander, Submarines, Allied Naval Forces South (COMSUBSOUTH) and commander, Submarine Group (CSG) 8 turned over command to Rear Adm. Jeffrey Fowler in a ceremony on Nisida Island, just off the coast of Naples, July 14.

Fowler also assumed the titles of deputy commander, U.S. 6th Fleet and director, Navy Europe Plans and Operations.

At the ceremony, guest speaker Vice Adm. “Boomer” Stufflebeem, commander, U.S. 6th Fleet, discussed Mauney’s contributions to U.S. and NATO submarine operations in Europe.

“Staffs plan and commanders execute,” he explained. “Rear Adm. Mauney has done both of these superbly. He has led in the Commander, U.S. Naval Forces Europe/Commander, 6th Fleet staff as director of Plans and Operations, and he has executed in a command function as commander, Submarine Group 8 and commander, Task Force 69.

“He has built and led a superb team of officers, chief petty officers and Sailors," he added. "Together, they have charted new territory for the U.S. Navy and are writing the new history of this new century.”

Mauney assumed command of COMSUBSOUTH and CSG 8 in November 2004. The 1975 graduate of the Georgia Institute of Technology is a native of Jackson, Miss. His next assignment will be in Washington, D.C., as director, Submarine Warfare Division, N87 OPNAV at the Pentagon.

“I want to express my appreciation to those with whom I have worked with the past 20 months at keeping bad things from happening to nations from the sea,” he remarked to the numerous people gathered at the ceremony. “We will no doubt maintain our security and freedom.”

Fowler comes to Naples from Navy Recruiting Command in Millington, Tenn. He is a 1978 graduate of the U.S. Naval Academy and has served aboard several submarines. The native of Bismarck, N.D., commanded USS Charlotte (SSN 766) and Submarine Squadron 3, and has also completed deployments to the Atlantic, Pacific and Indian Oceans, as well as the Persian Gulf.

“I am proud to be joining our NATO team with such a distinguished history of mission success,” Fowler said. “I look forward to employing the submarine strengths of stealth, information collection and firepower as we seek to improve the maritime safety and security of Europe and Africa. With the support of a strong team, I intend to continue the excellence Rear Adm. Mauney has established over the last two years.”
