Departing Stennis CO Gets a Star

BREMERTON, Wash. (NNS) -- Secretary of Defense Donald H. Rumsfield announced May 4 that the President nominated USS John C. Stennis (CVN 74) Commanding Officer Capt. David H. Buss for appointment to the rank of rear admiral (lower half).

During his two-and-a-half-year tour, Buss successfully led Stennis on a 2004 Western Pacific (WESTPAC) deployment in which Stennis participated in exercises Northern Edge, Rim of the Pacific, and a joint air and sea training exercise with the Japan Maritime Self Defense Force. Moreover, Stennis’ deployment tied into Summer Pulse 04, a Navywide demonstration of a new operational construct for deploying naval forces called the Fleet Response Plan.

After WESTPAC, Stennis completed a change of homeport from San Diego to Bremerton, Wash., and achieved a record-setting docked planned incremental availability (DPIA) that was the most complex of its kind ever completed in less than one year, saving the Navy $4 million.

In April, Stennis earned the highest scores ever for an aircraft carrier during its inspection and survey (INSURV).

Following his change of command ceremony May 5, Buss said the he was very pleased that the announcement came while he was still aboard Stennis.

“This way the crew can help me share in the success," he said, "because it’s been the crew of the John C. Stennis that made this promotion possible.”
