FISC Singapore Inherits Supply Functions

SAN DIEGO (NNS) -- A new Sembawang command, manned by familiar faces, set up shop in Singapore Jan. 31 when several of Naval Regional Contracting Center (NRCC) Singapore’s supply responsibilities were transferred to U.S. Fleet and Industrial Supply Center (FISC) Yokosuka, Japan.

Seventy-one former NRCC Sailors and civilians now make up the staff of FISC Detachment Singapore, which includes fleet support offices in Hong Kong, Manila, Jakarta and Sydney.

The transformation transferred the majority of NRCC’s supply and fleet support functions to FISC Det. Singapore. These functions include ship’s husbanding and inport logistics, traditional supply functions such as household goods management, postal services, fuels management, material transportation, shipping and receiving, warehousing and expediting.

NRCC will refine its mission to managing shore contracting throughout the region, as well as focusing on the Commander, Navy Installations shore-based installation commander functions, such as Navy Region Singapore business management, facilities management, and Morale, Welfare and Recreation.

“This alignment between NRCC Singapore and FISC Yokosuka is an important milestone in the evolution of logistics support in the Western Pacific, and is a key enabler for Commander, Pacific Fleet’s vision, which will result in greater standardization of support structures, policies and procedures in this critical AOR [area of responsibility],” said Capt. Andrew L. Benson, FISC Yokosuka commanding officer. “Achieving this rewarding new arrangement has been a great team effort, and we appreciate the hard work and dedication of our colleagues at NRCC and COMLOGWESTPAC (Commander, Logistics Group, Western Pacific) in making this happen in such an expeditious manner.”

“The transformation is transparent to the community and transparent to the fleet,” said Bong Cabling, director of the Logistics Support Center for FISC Det Singapore. He said there is no gain in people, and since everyone is doing the same jobs they used to do, no additional training is needed.

The establishment of FISC Det. Singapore is one of many transformation initiatives recently completed and ongoing throughout the Navy designed to align like functions, increase efficiency and provide improved support to the customer.

The transfer of functions from NRCC to FISC results in a standardization of fleet logistics support throughout 7th Fleet, Cabling said.

“It’s a new chapter for FISC," Cabling said. "We have a chance to enhance our service to the fleet, and that’s what it’s all about.”
