French armed forces command selects Thales decision-management tool

The development of the Scapin system is part of moves to improve efficiency and optimise costs by modernising the management tools in service with the French armed forces. The new system will support France's results-based approach to budget management, as set out in the constitutional by law on budget acts (Loi organique relative aux lois de finances, LOLF) of 1 August 2001. It will factor in all available data on human resources, financial resources, weapon systems and infrastructures to analyse and track operational planning and scheduling by the three armed forces.

The analysis tool will provide French armed forces command with an unprecedented level of visibility on programme progress and associated costs. It will combine all relevant data to provide a comprehensive picture from across all branches of the military. It will manage up to 10,000 programmes and will have around 500 users at armed forces command facilities.

Thales was selected as prime contractor for this complex project. The contract includes development, integration of IT solutions and initial operational support. The Group's thorough understanding of military operations, expertise in IT outsourcing and large-scale project management experience were decisive factors in its selection for this project, scheduled for completion in 2008.
