
NMCB 133 Relieves NMCB 3 in Iraq

CAMP FALLUJAH, Iraq (NNS) -- Capt. Paula C. Brown, commander, 30th Naval Construction Regiment (forward) ((NCR) (FWD)), presided over the transfer of authority (TOA) between Commanding Officer Cmdr. Allan M. Stratman, Naval Mobile Construction Battalion (NMCB) 133, and Executive Officer Lt. Cmdr. Donald D. Naiser, NMCB 3, at a brief ceremony Nov. 23.
Brown began the brief TOA ceremony with words of praise for NMCB 3. “NMCB 3, you have done an outstanding job,” she said. “When you first came in and we told you that you would have to mobilize six Convoy Security Teams (CSTs) instead of three, you did it.”
She said, “The 30th has asked a lot of you. When we told you that you would have to stay a little longer in order for [NMCB] 133 to get themselves ready after the hurricanes, you didn’t complain.”
Brown completed her remarks saying, “Your people have done some amazing things out here and we are proud of the work they have done.”
Naiser reinforced the positive words of Brown. “NMCB 3 Hoorah!” He said, “You have done an outstanding job.”
Stratman thanked NMCB 3 for a job well done. He praised them for all the hard work and the successful path that was laid for them.
“You have really set us up for success,” said Stratman. “Thank you for extending your deployment in Iraq in order for us to get our families and our homes taken care of after Hurricane Katrina.”
He went on to thank NMCB 3 for their professionalism and the manner in which the turnover of material and equipment was handled.
The turnover was accomplished using the “right seat/left seat” approach.
He relayed to the troops that the tasking related to the TOA was complete, and he was ready to accept the reins from NMCB 3
As tradition dictates, on Naiser’s command, NMCB 3 color guards were called to take down the NMCB 3 command pennant that was flying. Troops consisting of NMCB 3 and NMCB 133 stood at attention as the pennant was lowered. Stratman called the NMCB 133 color guard to hoist the NMCB 133 command pennant.
With the lowering of NMCB 3’s pennant, and the hoisting of NMCB 133’s command pennant, the transfer of authority ceremony was complete.
NMCB 133, based out of Construction Battalion Center Gulfport, Miss., is scheduled to spend the next six months in Iraq providing engineering support for Operation Iraqi Freedom.
NMCB 3, based out of Construction Battalion Center Port Hueneme, Calif., will spend the next few months in Kuwait providing needed engineering in support of Combined Forces Land Component Command (CFLCC).
