Agencies quote police as saying the bomber mingled with a crowd of men standing outside the Muthana recruiting center before detonating an explosive belt.
The center has been attacked by suicide bombers several times in the past.
In Baghdad today, gunmen killed two Sunni Arab members of a committee drafting Iraq's new constitution.
In other news, the British government announced three British soldiers have been charged with war crimes for the alleged abuse of Iraqi detainees in the first case of its kind in Britain.
