RUSSIA APPROVES STATUS AND TERMS OF STATIONING FOR BASE IN KYRGYZSTAN

MOSCOW, April 26 (RIA Novosti) - The Russian government approved the agreement between Russia and Kyrgyzstan on the status and terms of stationing the Russian airbase in Kyrgyzstan, according to the governmental public affairs news release issued on Tuesday.

The agreement was signed on September 22, 2003.

Under the agreement, Russian airbase Kant, including its materiel, is part of the air arm of the Collective Rapid Deployment Force in the Central Asian region.

"The deployment of the Russian airbase is in keeping with the goals of maintaining peace and stability in the region, of defensive nature and not aimed against other states," the document reads.

Under the agreement, personnel and living quarters are off limits and not subject to arrest or detention. Russian service members are exempt of any criminal, civil and administrative jurisdiction of Kyrgyzstan for actions taken in line of duty under the agreement.

The document emphasizes that the personnel of the airbase are not subject to Kyrgyz taxes, dues and fees but are forbidden to do business in the country.
